PS3 → PSV is still fine. I remember in early Vita days, Sony mentioned the Vita was designed with porting ps3 games in mind.
PS4 is an entirely different beast, and the specs gap is too wide.

I think the problem with P5 is the huge amount of game assets (almost 20 GB) that's almost impossible to fit inside the game cart, even when downgraded for the Vita.
