If I was going to run a list like the right, I'd cut the Emissaries and one Ouroboros to add Rahab, Sally Breath and a Sibyl. Cutting back on your early game seems like suicide in a meta like this, with all the aggressive Shadow and Sword decks running around.
If the choices are only between those two decks, then I'd stick to building up the left one.

The balance is pretty bad right now. Control is impossible unless you play Aegis or Dragon. It's near impossible to win with DS against every popular deck. Elf is still stuck doing roach combos. Royal is mediocre at everything now. Vampire has to win by killing itself, although I actually like how this concept is decent now. I feel like it's possible to balance Dragon pretty easily if they wanted to, but balancing Necro is harder since it's not like any one card is causing grief.

Yes its that good. Blood moon is a shit 3pp do nothing card that does nothing for you when you can just enter vengeance normally on turn 4 and have a big body on board.
BM is an incredibly shit card. There is a reason why tournament winning blood decks don't run it.
Belphagor on the other hand draws you two cards, gets you into "permanent" vengeance and puts up a big enough body that they have to answer it. Only pussies run BM, and snek memers, both of which belong in the trash.

Its impossible to lose when they have oracle into grimnir or 2/2 ramp into sibyl into israfel into bahamut into grimnir into bahamut into lightning ball. You cant contest the board, you cant build a board, you cant punish them for ramping and you cant out damage their healing.
Whats worse is they cannot miss the curve. If its not those cards, its rahab or zell as a 2/2 or blazings or half a dozen other cards that can contest the board and get them to late game.
Shadow for how strong it is is not nearly as cancerous to play against as dragon. Theres too much power on the backend for a deck that ramps and heals and is this safe.
