You need Strength at Rank 5 for the collective fusion to unlock, and Star maxed for the Lucifer fusion to unlock.
Then you fuse Anubis, Ananta, Trumpeter, Michael, Metatron and Satan for him. Metatron requires the Justice confidant to be maxed, and Satan requires the Judgement confidant to be maxed in order to be fused. Both of these are story confidants though.

Yeah, the random moments of inconsistency are one of my biggest issues with this game - it's a lot better than it was in P4, but it's still jarring. Yeah I suppose there are a fair few scenes like that, but honestly I still don't think they're a problem. We don't have much to go on to prove that the game is actually exactly what's being recounted, and the Velvet Room at the beginning of the game saying "remember back to that day when it all started" makes it seem less like it's as straightforward as just that.
The game is third person anyway; You see Sae speaking with the cops outside the cell in the first 20 minutes of the game. So while we're seeing events the same time they're recounted, we're not necessarily getting them exactly how they were recounted. I mean, Sae says she doesn't have much time and to tell her only the important stuff, so I find it hard to believe that he actually told her about the time he did a crossword in the cafe or the time he watered his plant.
I would say that the confidant flashforwards are dumb, at least some of them. I like the ones that happen throughout the story, like when you get a new target, because there's actually some dialog of substance there, but the ones for confidants all follow a formula of >two lines about their abilities, and >what do you have to say about that?! which gets grating. Keeping it to maybe the first few confidants would be better honestly.
