Yes, each number after the + indicates the dungeon is more difficult. But you will also get better rewards from the big chest in your order hall each week depending on what the highest mythic+ you did this week was.

You missed the boat by 10 years. Questing got fucked when Cataclysm came around and changed all of the old zones. No one quests now and questing is really trivial si you never have a sebse of adventure and overcoming a hard enemy that kept killing you.
