I'd remove India, Mali, Iceland, Abyssinia and much of the steppes to the east. Along with that there are some other performance tweaks you can do, though I'm not sure how much they impact the game.

under engine in defines.lua you can set the day interval for events to be checked, default is 20, 50 for courtiers, which can be turned off entirely, but that'll fuck with unlanded courtiers on your councils since the missions won't fire. There also used to be a line about 'normal' population in here but it seems they removed it in the M&M patch

Wait for 1.20. Specific cultures can have modifiers now, so you don't even need tech groups. So for example you can make English provinces get normal institution spread, while Irish provinces get heavily reduced institution spread, to more accurately reflect Irish inferiority in real life.

Or for less of a meme example, you can make it so institutions spread more easily to Turkish provinces than Yorouk provinces since the Yorouk are semi-nomadic pastoralists.

Another thing I would do is make it so institutions don't spread from Trade Company provinces. Since Trade Companies are being buffed a lot in 1.20 (their autonomy floor is now zero), both players and AI are going to be using them everywhere. This means that institutions will (rightfully) spread to faraway areas very slowly.

Also axe the stupid thing where Global Trade/Enlightenment spawn all over the world at the same time, it's retarded. Maybe for Global Trade add a qualifier that the area has to either be a European Center of Trade or a Center of Trade that's also a Trade Company province.

And make it so Manufactories spawns in the country with the most manufactories, and favors countries with better tech.

Another thing I would do is make it so Institutions can't spread from Colonial Nations, or to Natives that haven't reformed. Then when an unreformed native country borders a colony or a colonial nation give them an event with a long MTTH that gives them the option to reform. This could manifest itself as a drawn-out process similar to MEIOU's "Centralization Efforts", or like old Westernization, where it's a disaster that ticks up and when the disaster finishes the "reform" is done. And over the course of the reform they suffer unrest, resistance, maybe some benefits, etc.

You're right that Global Trade, Manufactories and Enlightenment are too easy to get because they spawn all over the world. However this isn't the only problem, because West Africa never even falls behind at all because of the European colonies in the region. So I have to slow the spread no matter what.

That said, the technology discrepancy between Europe and the ROTW maxes out in the early 17th century, and declines in the 18th and 19th centuries because the technologies spread too easily. If it spread more slowly in the ROTW, we might see more Europeans colonising India and Indonesia because their tech would be much further behind.

I think you have a good idea though. Technology should spread from Europe to the ROTW, and not from every trade node, manufactory, and university. The biggest issue with what you've said about manufactories spawning in the country with the most manufactories is that it could spawn in a rich but backwards nation, but its a good starting point.

I don't think it's necessary to touch native Americans like that. In my experience they're no better developed than non-Europeans in the Old World, and if spread were reduced universally then it'd affect them too.

I combined Shattered world with forced tribal/nomad setting with the Ancient religions reborn mod with the Lets get pagan decision for CK2 and had an amazing game of becoming the first civilised nation

Every X days they roll a dice, the percentages you see are the percentage chance associated with E is the chance for E to happen every X days. The big percentage is the chance of you winning the siege.
