What is the current state of payday 2? Does everybody only do one or two heists for money and experience?

The new content is mostly good.

Heists are extremely varied now, there is no best heist for exp. XP is now related to how many bags you get in loot-centered heists, not to mention the 20+ heists added.

If you haven't played since the Clover update, then you missed the P2W horseshit by a large margin. Fortunately, this was fixed and all new skins are free to get.

The worst part is the weapon balance, by fucking far. On One Down, 10% of the weapons in the game are viable on the hardest difficulty, with the other 90% being worthless. If your gun doesn't do 200+ damage, it's shit basically. Enemies also have like 2k+ hp, and dozers have 18k hp contrasting from 10k from old DW. Almost every weapon does at least 40 damage now.

Also, there are a lot of new weapons and shit. Flamethrowers, rocket launchers, grenade launchers, bows, assault rifles with grenade launchers, bipods for LMGs, and other less obviously noticable shit that changes the game like concealable sniper rifles. There's also like 20 heisters now, with shit like Scarface, Bodhi from Point Break, Jacket from Hotline Miami, Ron Perlmen, a Jap from the Yakuza, a fat fucking dyke, and a few others not worth mentioning.

Also, if you want to return now, I'd obviously suggest getting all DLC while it's on sale.
