Can someone please explain to me why solo laners do this?

Her early clear is matched by other mids. Her objective securing ult is matched by other mids. She's too easily picked off for her passive to be of relative use and her only mobility option is tied to her biggest damage source.
Ra can provide similar clear, a similar objective secure ult on a lower cooldown with higher burst potential / damage, sustain, mobility, and self peel while Isis cannot.
