It is a bit silly, Bungie messed up badly with the power scaling by having us kill some enemies that are hard to surpass. The Cabal aren't exactly pushovers though, keep in mind that they can blow up planets, and the Psion Flayers were able to pull Phobos out of its natural orbit in order to ready it as a weapon.
