As a counterpoint, I'd not say it's that clear-cut. RaDra has better sustain that's not tied to activating your LS, the SBRs, and overall more tools to deal with mechanics. It's a harder, slower and more restrictive leader, but it is the safest leader in the game.

We also have Aizen, who deals WAY more damage at the cost of lesser HP, also not requiring damage to heal up. He doesn't need a bindclear, damage enhance, or double SBR sub, but needs Shield and delay.

I'd say you can't really put one 100% above the other, all 3 leads trade some Perks around but all of them are capable of packing utility, damage and survivability with not that many inherits.
