re-posting for anyone who might be interested.

- requires Nuka-World, uses its MIRV Grenade explosion sounds
- craft ammo and Flare Guns at a chemistry station under "FLARE GUN"
- available receivers/ammo are regular Flares, Firebomb, Fragmentation, Fragmentation MIRV, Pulse, Plasma, and Artillery Signal
- receivers/ammo have differing perk requirements
- ammo weighs 0.12 per flare in Survival mode
- projectiles explode on impact, and are weaker and have a small radius than their grenade counterparts

damn, thats a lot.
>>
Receiver balance has been done.

Its gonna be fairly simple:

>Standard barrel: 90 firing rate, extremely accurate
>Turbo barrel: 180 firing rate, accuracy halved
>Overclocked barrel: 270 firing rate, accuracy thirded

Webms too big for 4chan

https://files.catbox.moe/xb0mvz.webm
https://files.catbox.moe/4cfnzo.webm

Some of the various barrels will also change the accuracy and firing rates, Prong for example will increase projectile speed 20%, increase damage 20%, but decrease firing rate 20%, and increase accuracy enough to negate the debuffs from the upgraded receivers a little. This way there will be sidegrades and parts that synergize with other parts other than everything being straight upgrades. These webms were made with all the ranks in steady aim, BTW. Overclocked barrel without steady aim will be hideously inaccurate even at medium ranges.
>>
>>172308473
And it all runs pretty much flawlessly, apart from this DLC. It's 90% just textures and guns.
>>
>>172308507
I remember there was somethung about spinning barrels. Could you make it an option to use that too?
>>

Spinning barrels was a bug, not a feature.

Also I already deleted all the spinning barrel bits on the meshes. It also would look really bad with basically....all of the barrels I've made.

There's a mod for that, though.

But yeah, shit sucks. Don't build eyebot pods btw. They only TELL you where to find materials you need, and you might find like, five of it.

Is there a mod that lets them go out and bring back materials? Because that sounds like it would be fun seeing tons of little eyebots all over the place. I'd find a shitty settlement I never use and just turn it into an eyebot hub.

When I'm done with all the technical stuff, this will fire a constant stream of plasma in a beam.

Plasma beam. It'll be a unique barrel that will be a reward for defeating Plas-man, so you don't craft it immediately. It will also drain your plasma caster ammo FAST so its more meant to be an end-game thing.

The Cannon attachment shoots more explodey stuff

It will basically fit in between a Fatman and missile launcher, but with slower projectiles. Think something like the Star Fox bombs or photon torpedoes from Star Trek. Oh and fairly expensive ammo per shot.

the only two options for most efficient killing
heavy weapons don't seem as enjoyable in the older games since the ammo is alot more rare and the weapons themselves are more high level stuff.
maybe i'm just not that well versed in heavy weapons for nv but i remember getting alot more mini nukes and the like in 4 just as leveled loot/from enemies.

Then start stockpiling plasma ammo. I'll be adding some various recipes for crafting the plasma caster ammo, but also recycling regular plasma ammo into the new ammo as well.

I'm going to make plasma caster ammo cost something like 15 caps each, plasma cannon ammo cost 75 caps each (in between missile and mini nuke)

So
5 plasma cartridges = 1 plasma caster round
5 plasma caster rounds = 1 plasma cannon round

But I'll make them craftable via other means as well, like acid, nuclear material, and copper / aluminum. In fact part of Plas-man's backstory will be him building machines to collect radiation from outside and during radstorms to generate acid and nuclear material to convert into usable plasma, and you'll be able to get the blueprints to these machines to begin your own nuclear material and acid farms.

I might also add an energy merchant similar to the Van Graffs that also will sell large quantities of the ammo, provided you've got caps.

asking people to stop breaking the rules is correct, no matter what mental gynmastics you want to go through.

A namefag who has no real reason to namefag should stop doing so, no matter what you say.

an anon saying "hey namefag, stop namefagging for no reason" is correct when he says that, no matter what you say now.

It's technically correct to ignore them completely, since negative attention still gives attention whores what they want, so I would criticize the anon we're talking about for that reason, but you posted your fallacious bullshit so I'm pointing that out.

Yeah, the laser musket never was thought out well at all. I mean, fuck me, neither Fo3 or 4 have done energy weapons well at all.
If they wanted to make the laser musket a thing, the least they could've done is either make it so traders sell a decent amount of fusion cells OR give the laser musket its own type of energy cell (LMC perhaps) and just make that cheap and plentiful to buy.
That way, laser pistols are still not just from the very get go, but you can at least understand how the hell every minuteman has a fucking laser musket.
>>
>>172322945
When they said recharge it, I was thinking literally unlimited ammo but you've gotta recharge it otherwise the laser does such low damage it isn't funny.

Secondly durability would of been brilliant with this system as crank recharge weapons would of broken faster because of their moving parts.

Settlement supplies uncapped.
The more resources per settlement, the higher the chance to get attacked. Once you hit the vanilla limit of resources, a sufficiently high defence will nearly nullify the chance of attack.
Uncapped resources will increase your chances of attacks.

These cigarettes are going to run out unless we make more. If we run out, then everyone is going to go through withdrawals at the same time, and it'll be another apocalypse.

This seem like a decent build/concept for survival mode? Before bobbleheads/special book:

S - 1
P - 4
E - 1
C - 7

There's no difference between a good gangster and a good businessman (see: House, Kimball, and Cesar). Evil pays.

But it's also different than being a mindless criminal who just wants to destroy things. The difference between the DHS, drug cartels and drug dealers is the amount of money and time they invest into logistics.

Yeah. Mod managers that pull this off are basically automating "junction folder" setup. You can do it yourself, it's pretty easy and only need to be done once. Basically, you bully the executable into thinking it's accessing the right folder when in fact, you're leading it into another one.

Should've just called it trap folder desu.

The gangster who makes all his money from rum running during prohibition has the moral high ground over the gangster who makes all his money killing witnesses to silence them. There are plenty of good gangsters.

>>172329679
Exploitation is evil. The gangster can run an illegal prostitution ring, but what if he cares about his employees and they're all there by choice? Meanwhile, we have pharmaceutical CEOs who double the price of AIDs medicine for no other reason than profit and he's even snarky about it when congressional ethics committee asks him wtf. The "legitimate business man" did a morally unrighteous act, while the bad guy gangster buys his employee's daughter a pony for christmas.

I don't think a person's moral alignment is dictated by the legal legitimacy of their profession, barring the cases where the job itself is evil like someone who's a professional witness killer or something.

Would it be possible to make a that could make it so you like don't get a pipboy to start, and maybe like your inventory and everything is kept in a paper notebook that comes up when you hit tab, and it doesn't give exact values for most things, like health and carry weight but rather general feelings of how much like "Carrying a very heavy load" or "gravely injured" then have certain NPCs have pip-boys for sale or be wearing pipboys and lootable off their body?

Would be a neat touch for an alternate start mod so you don't just instantly have a pipboy and can get in vaults thanks to it.

It's certainly possible. After all, there's that mod for the handheld pip boy (can't remember the proper name at the moment). Instead of making it a tablet type device, you could make it a notepad. The "generic feelings" might be a bit more work, but should also be completely doable.

You can already get pip boys from vault 88 too, so having other ways to get them shouldn't be too hard. The only difficulty then is making it so you can equip the pip boy whenever, but I think that should be possible since you start the game without a pip boy anyway. We already have an animation for equipping one in the base game.

Yeah but this is Fallout 4 so it can be safely discarded.

But seriously though, there are in game terminals talking about them recruiting raiders and the raiders having hard times adjusting to the Gunner lifestyle, plus I'm pretty sure a few named Gunners had synth components on their bodies when killed. Specifically Tessa from the Quincy detachment of the Gunners is noted to be a raider recruit, and expresses a distrust of dislike for the Gunner command structure, and hates that Clint gave Preston and the minutemen a chance to escape during the siege.

It wouldn't be hard to write in a reasonable story about Institute Infiltration and non-discriminatory hiring practices leading to more raiders in the ranks.
Captain Wes is kind of a crazy person, also was stated to be approving of Clint's betrayal of Minutemen.

Could do it as the separatist faction from Captain Wes wants to be more honorable and into military code and regulations instead of violent extortionists like the main faction Gunners.

That's the thing though, even if they're recruiting raiders they still have a military type chain of command structure, and are referenced as being mercenaries in n instances.

What doesn't make sense about them is how they have such a large presence in the Commonwealth, are so organized and DON'T act like raiders.

Paying big caps for mercenaries to get Deathclaw eggs for you certainly is believable, but how can work of that nature sustain such a large organization? It's not like there's a big market for Deathclaw eggs, it's just one guy paying for one job.

Who the fuck would want to kidnap a child ghoul?

Who feeds them if they don't coerce settlers into giving them food?

How do they have so much good equipment?

Why do they even have a chain of command in the first place?

Who founded the organization?

How did their leader rise to power? What are their ideology?

None of these questions are ever addressed in Fo4. The existing Gunner mod is deeply flawed because it doeesn't address any of this, and further creates the problem of leaving several dungeons completely empty.

Any decent mods that add laser musket-like weaponst? Sucks how out of the homemade weapons only one of them is an energy weapon.
>>
>>172366402
Well it pretty much does what it says on the tin- it adds drive-able cars: walk up, get in and drive around like any gta or its clones... Only not nearly as good and in a world not designed for it.

And as you'd expect from adding an entirely new dynamic, even just getting it working can be a massive chore and like I said; it does not have a lot of compatibility with other mods, even ones you'd think where completely unrelated.

It basically adds a system the engine was never remotely intended for so yeah, expect some craziness- and not just floating mammoths and lady deathstrike hands craziness. When it works it's great... until you get bored of it and would rather have the other mods it doesn't like. But admittedly that's just my opinion but yeah, that's what I have to say about it.
>>

It's been a while but the thing I remember having the most issues was the physics. Other than the expected bouncing and rolling around on the roads not actually designed for car there'd be stuff like you'd be going along and suddenly launch straight up into the air, stop dead crashing into literally nothing, fall through the ground, general shit like that that yes, can happen to things even in the vanilla game, but were exacerbated by the new system.

Also other little stuff like the game getting confused of whether you were actually in a car or not and breaking companion scripts. Again a lot of the specifics I've forgotten: I just remembered I tried it, finally got it working and while neat it was completely unnecessary and just didn't seem worth it.

But if you want to try then by all means go for it, that was just my experience and I know a good number of people like it.
>>
>>172367664
>That's the thing though, even if they're recruiting raiders they still have a military type chain of command structure, and are referenced as being mercenaries in n instances.
Propaganda. Chain of command is an excuse to make subordinates obey orders they don't like
"It's not my decision, these orders come from higher up" (It actually was his decision)

>What doesn't make sense about them is how they have such a large presence in the Commonwealth, are so organized and DON'T act like raiders.
They do act like raiders though from what we see, and are pretty clearly not that well organized, the camps you encounter are pretty much isolated from each-other other than occasionally receiving orders from command or messages from each-other. At least in towns they have the decency to not murder-rape people as seen by them visiting McCready.

>Paying big caps for mercenaries to get Deathclaw eggs for you certainly is believable, but how can work of that nature sustain such a large organization? It's not like there's a big market for Deathclaw eggs, it's just one guy paying for one job.
It was just one guy paying for a job, but that's the kind of stuff they do, I.E. Anything for people who pay. That was probably one of their more eccentric jobs though, other things are probably more standard, like killings or security patrols.

>Who the fuck would want to kidnap a child ghoul?
Maybe a scientist or a sick fucko or something I don't know that entire quest sucked.
>This quest is a fever dream so no need to answer
Agreed.

>Who feeds them if they don't coerce settlers into giving them food?
Probably had some well stocked supply bunkers to take rations from, and can purchase food shipments if they make good caps on their jobs. Wouldn't be hard to imagine some settlements giving them food in return for security, which is something I'd plan to have happen in my mod.

>How do they have so much good equipment?
I've always pictured they initially formed from the remnants of the National Guard and other military branches left in the area after the bombs fell, those who survived, or those who resided in bunkers or possible even a military Vault somewhere, start the Gunners as a means of survival, becoming a paramilitary out on their own since any connection to the government would have been lost either shortly after the bombs fell or somewhere along the many decades afterwards.

>Why do they even have a chain of command in the first place?
In the first place? They're a paramilitary formed from the remnants of the existing military branches and anyone who wanted to be recruited, it was necessary for the coherency of such an organization but in recent times, that has been lost and the chain of command is more for show.

>Who founded the organization?
Probably some general who lived through the war or some other officer from the Boston National Guard or something. Or if they formed later someone who wanted to fill a role like that in the shadow of the once great American military.

>How did their leader rise to power? What are their ideology?
Either he had the power beforehand (I.E. being a national guard commander who organized the Gunners with the remnants of his men) or he was a charismatic individual who managed to recruit people into his private army.

>None of these questions are ever addressed in Fo4.
Nope.
>The existing Gunner mod is deeply flawed because it doeesn't address any of this, and further creates the problem of leaving several dungeons completely empty.
Yeah I think it's a bad solution to just make them be peaceful until provoked, that's why I like the idea of them being a mostly broken faction that has since devolved from their original intentions and become cleaner Raiders who are open to negotiating with people for money.

I'd say the most disappointing thing about Bethesda isn't that they have just shit ideas and suck at making games; it's that they actually must have some really skilled and creative people and actually do come up with good IDEAS and THEN they just totally fuck up the execution, always falling short and getting shafted by deadlines/mismanagement and higher ups that thing their ideas bet-*Walks away*

>They do act like raiders though from what we see
They only "act like raiders" in the sense that they attack you on sight and are mentioned to "do anything for caps", implying they do some bad shit.

Like you said yourself though, they don't rape-murder people, they aren't chem addicts, they don't kidnap and torture people for fun, they don't decorate their places with corpses (which really only works because Bethesda doesn't make rotting corpes, only Super Mutants would be able to stand body parts everywhere), they don't force settlers to give them food etc

That's probably the reason they're tolerated in towns.

>Propaganda. Chain of command is an excuse to make subordinates obey orders they don't like
Their chain of command is the real deal as far as we know. From the wiki:
>"Based on patterns of speech and terminal entries, the Gunners place great emphasis on loyalty and do not tolerate insubordination"

>other things are probably more standard, like killings or security patrols
Honestly I can't remember a mention to any other job the Gunners have done. There must be others, so do refresh my memory.
I'm reading their terminal entries right now
I think this is more in line for the Triggermen though, the Gunners are too militarised for this sort of small job.
We're not talking about *that* quest anymore

>can purchase food shipments if they make good caps on their jobs
Would love to a Gunner walking around Bunker Hill talking about this. It would give them much more legitimacy as a grey faction.

>Wouldn't be hard to imagine some settlements giving them food in return for security
Honestly I'd love to see this for every faction in the game, including Diamond City and Goodneighbor. Hell, even raiders, as they are canonically part of several different groups.
This game badly needs a real raider overhaul.

>I've always pictured they initially formed from the remnants of the National Guard and other military branches
That's the Brotherhood backstory though.
I think a more reasonable solution is a pre-war ghoul who was in the military and later became a raider, slowly organizing his faction to be more and more like the military he was a part of. Being an official way back when would give him knowledge of many facilities and access to them.
It would also mean he's a smart guy and could effectively train the dumb wastelanders around him as a successful military force.

Your story is also believable because Fallout 4 makes the military to be completely made out of evil scientist cartoon characters instead of actual people (see: Robobrain facility terminal entries), but imo is too close to the BoS and I think making the Gunners a 200 yo faction is a mistake.

>mostly broken faction that has since devolved from their original intentions
That's the Minutemen tho

>cleaner Raiders who are open to negotiating with people for money
And that's the operators

I do think that a splintered faction is the best way to go about this, but I don't know about making them this close to the Minutemen.

So? Lots of groups in Fallout have that background. Parts of the Envlave were military. Desert Rangers were hinted to be descended from Marines.

Just a thought. Maybe the Gunners are from US peacekeepers stationed in Canada. Canadians would have hated them, so they would not have integrated with the local population very well, after the war.
>>
>>172375215
>That's the Brotherhood backstory though.
There's no Brotherhood in the East though initially, they all came from the West Coast didn't they and migrated eastward.
Either way Boston at least doesn't have a native BoS chapter.

Yeah I think that could work too. Maybe started from a national guard squad after the bombs fell, ghoulified and left to wander around, they helped out survivors initially after the bombs fell, then came to doing it for a living, especially once vaults started opening up and those squishy smoothskins started coming out with goods to trade. Eventually this squad lost members, either retiring or dying out in the wastes, finding people to replace them, training the young wastelanders in the way he was trained in the national guard and trying to instill discipline in them with the promise of caps and access to military hardware from the bases the ghoul had access to motivating them.
Finds these to be pretty profitable and goes from squad commander to PMC CO as he begins to expand this group and make more squads eventually building up the size of the Gunners.

Or something like that, not much of a writer.
Also not much of a modder but I really want to learn and if this idea is good enough I really want to go through and make it.

I don't exactly think the Minutemen fit the "broken faction that has since devolved from their original intentions" so much as they were a destroyed faction that everyone kind of gave up on and pretty much only Pressed-in Gravy remains as a hardliner.

The Gunners are still huge, just poorly organized and splintered.

Maybe it was the death of the ghoul boss, finally went feral after all these years and the central cohesion fell apart among the Gunners.

>>172377478

Doesn't the game have a vanilla recipe for making plasma being acid and nuclear material? Coulda swore one of the DLCs added a way to mass produce Plasma cartridges with nuclear material, acid, and copper.

Also with Plasma Cartridges being a thing, I think I'm going to keep the ammo to plasma canisters. Keeping it at Fusion cores desu just seems lazy, too. I think visually it would look cooler if it had a canister of glowing green liquid getting inserted into the machine as well.

I suppose I could make a new junk item generated by the machine, such as hydrogen, and make the device some sort of hydrogen collector, with nuclear material and acid being a by-product. Then with max rank in science and maybe also nuclear physicist, and some other perk, combine the hydrogen, nuclear material, and aluminum, maybe also some copper, to make a certain amount of plasma caster ammo. Maybe also make a way to craft hydrogen from water. One could question if the SS could do all of this without special machinery, but eh, my suspension of disbelief has been ruined in this game anyway by now.

So? The point is that it's an overdone storyline.
And the 200 years thing.

>they helped out survivors initially after the bombs fell, then came to doing it for a living
See, this I like. Take a look at Nuka World's Kiddie Kingdom's ghouls for inspiration. Basically a bunch of people are hit by radstorms and become ghouls. Some die from radiation and slowly most of them go feral.

The idea that the faction was just a small group of people trying to make do for a long time before actually doing anything and even then being a small player I think is atractive because the Gunners really play no part in Commonwealth history, unlike the Institute or Minutemen.
If you make them a major player from the start it'd be very problematic.

>Also not much of a modder
If you're really invested in the idea and dedicate a few of hours to it every week you'll eventually get it done.

>>172378210
They're entirely not present in game outside of Preston, but there is Ronnie Shaw and when you go retake the Castle there are Minutemen Veterans. They are a faction that broke down due to internal conflicts and devolved into raiders (the opposite of their original intentions).
So I'd say its similar.

Also, I looked it up and the only other contract I found was for HalluciGen, but I can't imagine who would ask them to go there.
The only faction that comes to mind is the Institute, but they'd just send some Gen 2s and be done with it.
I hope you're able to find someone to pay them, because the fact that they're a mercenary group is unjustifiable atm.
>>
>>172379906

Plasma grenades require aluminum and like 3 nuclear material.

>>172381403

I don't particularly care for mods that make shit overly complicated.

I'm thinking 2 aluminum, 2 glass, 3 adhesive, 2 copper, and 5 nuclear material will make 25 rounds.

I think I might also lower the firing rate of the plasma caster in general, and make each projectile larger and hit harder, maybe teeny amount of splash per shot. Right now it seems like a cap hog because at 15 caps per shot, you can unload thousands of caps really really really fast, and miss a lot of them.

The machine absorbs moisture in the air and produces heavy water already, which is acid and nuclear material. Yeah, there will be recipes for recylcing plasma cartridges as well.

Unfortunately I think its more of a limitation than people making new stations, I'll have to make it require chemistry station. I tried making a new station before but I couldn't figure it out, I think its animation issue. Also I don't know much about the CK other than the bare minimum, I'm more of a models and rigging person.

But I could maybe make a patch for contraptions that allows for mass production of the ammo, but that wouldn't work for ammo recycling. I don't want to make the base mod require too many DLCs, but I might make patches for Automatron and contraptions.

I've been possibly considering a mission where after bringing the Gunners back under control of the quest giver and shaping them into the modern honorbound paramilitary merc group they were meant to be, you could integrate them into the Minutemen if you pass a speech check, since you would pretty much be the leader of both factions at this point.

Maybe use that unused Danse dialog that talks about you becoming the Elder of the BoS, and then you could also integrate that chapter into the Minutemen and just keep the Commonwealth under your quasi-fascist rule as you lead from your airship in the sky, owning all military force below you.

But seriously though, a quest to take over the Boston Airport, steal their vertibrids and power armor and take the Prydwyn for yourself would be fun.
>>
>>172383843

Actually I think I'll place some on the roof of posiedon energy. They were placed there. Defeating plas-man will net the blueprints for them, might also make some terminal entries where he talks about how he invented them to collect hydrogren and nuclear materials to make his own plasma. I thought about making a huge plasma vat in his lair somewhere, and if you fall into it you instantly gooify.

I might make a unique crafting bench for the ammo, but its not a huge priority...its only going to be like a few recipes. Or ask permission for a patch to craftable ammo mod.
>>
>>172384991
Yeah, at that point the Gunners are more or less Lyon's BoS wearing green. Except that the Brotherhood has the Scribes and (in not-bethesdaland at least) actually manufacture their equipement instead of just scavenging it.
Still, they have doctors in their ranks (in lore at least) and they have several military robots, so it serves to reason that they've got some scientists on board as well.

Their biggest problem continues to be who's hiring such a high-power force and for what reason.

If your end goal is to bring them into the MM I think you should do it at the beginning. The MM are NOT mercenary and operate solely on donations and voluntary subscription.
I don't believe that you could bring a mercenary faction into a voluntary army simply because the mercs would leave due to lack of payment.
I think you should have the quest-giving NPC hear of your MM fame and request your help in putting the Gunners back together, since they've degenerated into better armed raiders at this point (do put some terminal entries/notes indicating that the current Gunners have resorted to extorting settlers).
You then accept but with the caveat that you'll turn the new gunners into a special unit of the MM.

Neatly solves the hiring problem as well.

I don't know if it was you but some threads ago I was talking to someone about how the Minutemen could take over the BoS.

I think we came to the conclusion that the Minutemen threatening the Prydwen with Artillery fire was the best way to do it.
Get Preston to point the guns at the airship, talk to Elder Maxson and the top brass about how they're going to comply with a MM ocupation of the airpot/police station or else, get MM troops into the airport and have them slowly make friends with the lower-ranks, thus slowly turning the BoS into a MM sub-faction.
Eventually you'd get the top brass less and less involved with ops and then just replace them with MM people.

I've always wanted to make some quests about reactivating factories and starting to produce things again

There are plenty of industrial assets in the commonwealth, and enough workforce available if you put them to work. And if there isn't enough workforce available we always have a Mechanist to build robot slaves to run the factories.

Maybe there's some upper stands residents hiring the gunners like with the Deathclaw egg job and HaluciGen. Maybe that's part of why the Gunners fell apart, they grew too big for the client base and it collapsed into raider groups due to the lack of paying clientele available. There's a reason the ghouls that started it only operated a single squad and not a whole private army.

Thinking it could be more a merger of the Minutemen and the Gunners maybe, as you do more work into developing the Commonwealth into a real nation more or less with all your settlement building and problem solving and whatnot.
The minutemen could remain the civilian militia, like the Commonwealth's national guard, while the Gunners become the Commonwealth's actual military.
The gunners have some vertibird access in the vanilla game don't they? Or am I just making that up?

I was thinking of adding a settlement in my mod, that could be a way of introducing you to the good Gunners, in that you could go try to integrate them into the Minutemen only to find out they don't want to be with the Minutemen because the Gunners do a good enough job keeping them safe and only as a modest tax for their security services.

I wish there was a way to integrate the Railroad into the new government as like your special forces/secret police.

Hell maybe I could even write a different ending for playing with the Gunners where instead of simply destroying the Institute you storm the fucking place and take it over.

There's that one guy in the meat factory, but I don't remember any other in the entire game.
There's also the Triggermen chem lab, but iirc it's only one room in the factory they're in.

It's sad because realistically there should be several operating factories. The Gunners should be producing weapons, Diamond City should have (and does in lore) a lot of Brahmin production etc.

>Mechanist to build robot slaves to run the factories
The Mechanist does NOT build Robots (also Robots aren't slaves since they aren't people). She was in a pre-war robot repair facility and just jury-rigged and reactivated the Robots that were inside.
That's why after you defeat her she doesn't try to fix their programming and get Robots to actually help people.
Not that it's impossible to build robots from scratch or anything, but it's not what they were doing in that facility.

>Upper stands residents hired for the HalluciGen
It's redacted in the contract and I don't think it's an Upper stands resident. Why would they want HalluciGen technology? Makes no sense.
Only BoS or Insitute would be interested in their tech.

>they grew too big for the client base and it collapsed into raider groups
That's the problem, there isn't a client base to begin with. Growing and collapsing implies that there was a period where it made sense to grow in the first place, only to later be met with a shortage of contracts and turn to raiding.
I think a bad leader is a better explanation. After the original leader is out of the picture someone more malicious steps in, starts doing shady contracts and expanding, becoming more raider-like in the process.

>Developing the Commonwealth into a real nation
This is less of a Gunner overhaul thing and more of a post-endgame content mod.

The Minutemen are a voluntary army for the Commonwealth. They are not a government. They do not set laws and taxes, they do not put people in jail and they do not build roads.
They defend caravans, they protect people from super mutants, they take over military checkpoints, but they're not the police.

>Commonwealth's national guard, while the Gunners become the Commonwealth's actual military
It should be the other way around, the Minutemen are already the army.

>Gunners have some vertibird access in the vanilla game don't they
Yes, according to the wiki. I've never seen it though. Also keep in mind that if you destroy the BoS with the MM Sturges will pilot a Vertibird for you.

>Integrate settlers into the Minutemen only to find out they don't want to be with the Minutemen because the Gunners do a good enough job keeping them safe
Bunker Hill doesn't align with the Minutemen because Kessler doesn't believe in them anymore.
AFAIK, this is the only instance of a Settlement NOT joining the MM in the entire Commonwealth.

>Integrate the Railroad into the new government as like your special forces/secret police
The RR only cares about Synths. If they were brought into the MM, they'd be the Synth Protection Bureau or something. You could use their tactics/training to make a spy agency, but to what end? Post-Institute, there is none.

>Storm the fucking place and take it over
While I would appreciate this, it needs to be part of a larger mod that allows other factions (especially the MM) to do the same. It's only logical, again Bethesda dropped the ball on this.

>Integrate settlers into the Minutemen only to find out they don't want to be with the Minutemen Also, I really like the idea of other factions having control of settlements.
In fact, I think other factions should NEED settlements in order to survive. Diamond City has some 10 or so crops in the back of the stadium, but there's no way they can produce enough food to feed everyone just from the inside. It's a 150 yo city, it's got a lot of people in it. Goodneighbor doesn't even have that. They eat rocks for all we know.
I think that Beth really dropped the ball with the settlement system, as it's completely disconnected from the rest of the game.

A better system would have all factions have a needs meter where they need X happy settlements aligned to them in order for them to continue existing. This would include the raider factions of course (of which there are a handful, except that Bethesda only bothered to identify them in terminal entries). As you take over the mantle of General you slowly drive the raiders out of existance by cutting off their food supply.

A weakened faction with less settlements than they need would have weaker and fewer enemies, eventually their locations could be taken over by ghouls, mirelurks or other wasteland creatures. Or you know, Minutemen.

>>172391458
Sure, the supply of any particular item is probably pretty long, but you've got to remember that there are tons of empty places with working equipment ready for the taking. Even if one particular location can only produce X part, you have n machines that can be used or repurposed to make n products. Not everything is that complex to make and the wasteland is already filled with tons of makeshift armor and weapons.

Or be better than Bethesda and give you options where only one faction comes out on top or none of them do, etc.

The Triggermen really need an expansion.

Yeah that's the problem with Fallout 4 though, if you try to fix a single problem, in this case the Gunners, you still bring up a myriad of other problems, because you can't throw a stone in Fallout 4 without hitting a problem.
Regardless the Institute as it is in game is really fucking stupid, but also the only way you can deal with them being blowing them the fuck up when they are full of brilliant scientists, valuable technology and your son is their leader is even more fucking stupid than their bad writing.

>It should be the other way around, the Minutemen are already the army.
I was thinking of the fact that the Minutemen are volunteer only while the Gunners are more professional, the Minutemen would be the national guard civilian militia, while the Gunners are the professional army.

>>172393218
The more I think about this the more I think there just needs to be a total overhaul mod made. It started as my idea to make the Gunners less shit, but the less shit I want to make them, the more shit it makes the base game look in comparison once you start thinking about things.

Also Diamond City is smaller than real life.
People live in the infield, the stands, the dugouts and the boxes, but the whole outfield is supposed to be farmland, the game just shows it poorly.
Probably have some greenhouses in the lower stands as well, Fenway Park is really fucking big.

>Giving the gunners a weapon factory

I mean, theyre the GUNners ffs.

>You can't throw a stone in Fallout 4 without hitting a problem
>The Institute as it is in game is really fucking stupid
Honestly after watching some Oxhorn I've really grown to like this game more. They really did put a lot of detail and lore into the worldspace.
Sadly they dropped the ball big time when it comes to writing. While every location has extensive lore, its often unrealistic and at times conflicting with previously established lore or doesn't match up with NPC dialogue.

The Institute's problem is that Father says one thing and does another. In some situations this works in favor of the story. You can't take everything a person says at face value, you have to look at what they DO. The Institute claims to be the best option for "humanity", but what they really mean is that they're the best option for themselves.
Where it's problematic is when Father tells you that they've tried cooperating with the surface, failed, and just want to be by themselves. Yet they murder entire towns and release Super Mutants for no reason. Not to mention the whole kill and replace thing.

You can never confront anyone at the Institute about this. You can tell Madison Li that they're evil shady fucks, and she runs away, but not because they're evil, but because they're shady. And then the Institute doesn't even care. No one mentions her ever again. No one wants to bring her back. And she was the head of Advanced Systems, leading the Synth Shaun program. What the fuck Bethesda?

>volunteer only while the Gunners are more professional
This makes no sense. The US military is voluntary. They're part of the government and operate on tax money, but they're voluntary.
Just make them special ops.

>The whole outfield is supposed to be farmland
Where did you get this idea? All of the concept art depicts it as having the field occupied.

Bethesda is just bad at building realistic living locations. In Fallout 3 there wasn't any sort of plantation in Megaton and people cried about it, so they put this in to shut them up. But it still makes no sense, and on multiple levels. How can such a large city even exist in the first place? What do people trade? What do they work on? etc.
>>
>>172395061
It goes deeper than that. Defeat the Institute with the Minutemen and Quinlan will say something like
"I thought using the locals to defeat the Insittute was a genius move that spared our troops".

Teagan will say "If these people knew what we're doing for them they'd be grateful"

Not only do they extort settlers, they feel justified in doing so. They truly believe that their cause is above the life of the common people. That they're the only ones fit to have power etc.

I hope that the canonical ending is that they're btfo by the MM.

I want to itch the places she can't reach in her suit for her.

She has to ask the Sentinel for reactor coolant, so obviously supply isn't doing their jobs, so I want to collect lots and lots of coolant for her so she doesn't have to worry so much about it that she asks a Paladin for help.

>>172397509
Nah, I have to disagree. The Synth program is absolutely a threat to the Brotherhood. Being able to make a copy of anyone and secretly replace them? That's extremely dangerous.

Furthermore, a Westworld scenario is, as Maxson claims, as dangerous if not worse than the atom bombs. Are the Synths ever to rebel (and they would eventually, as we see in the RR ending) and take control of the Institute (which they would realistically do, Bethesda's storywriting is just bad), they're a non-human entity with super-human abilities that are able to create any number of them on demand.

Are they to militarise and decide to wipe-out human kind, it would be VERY hard to defeat them.
>>

>>
>>172398280
Well, they are.
But you know what they say about Hitler.
>>
>>172397509
>>172397128
Consider it this way, the institute and the greater good, clearing out mutants etc. is all simply a pretext for actual conquest. The brotherhood has a secure foothold in DC and they're looking to expand their territory, going all the way to Boston for this might seem a little silly but the institute and the synths provide a good cassus belli. Furthermore we don't know exactly what tech might have been reported by scouting parties and other major cities where there would be worthwhile tech might be in ruins.

The reason this isn't mentioned by Maxson is that he knows that he won't have the support of his men for a war of conquest. While they're loyal many will still remember Lyons' charitable behavior or believe that the brotherhood has no place trying to build an empire. By hiding it under the guise of eliminating an abomination Maxson secures his goal without removing the support of his troops.

Additionally getting food from the farmers was standard practice for armies before the development of advanced logistics. You had two options, have a long and vulnerable supply line, in this case one passing from DC to boston, or try to live off the land, it might seem unfair to the local population but that's how military campaigns are done, it was critical to the success Caesar saw in Gaul, not having supply lines is risky but allows you to have a much more mobile army and over the distances and environment we're talking about its the most viable option.
>>
>>172398280
lol, I don't think the Brotherhood is right at all. In fact I usually side with the Minutemen and I've never finished the game with the Brotherhood because I'd have to destroy the Railroad (who I consider good guys and I've finished the game with once).
I'm only saying that their arrival in the Commonwealth is logical.

>>172398486
Except that like I said in >>172398067 it isn't a pretext or a guise, it's a real danger to the Brotherhood and to humanity itself.

Plus, what you suggest requires real malice coming from Maxson. That he decieve his troops in order to achieve his goal.
That goes against his character. He's an oldschool Brotherhood member, a true believer that technology run amok is an abomination that has to be destroyed.

The ocupation of the Commonwealth is a side effect of this war, not its main goal.

On the supply line of things, it doesn't "seem unfair" as much as "it's literally raider behaviour". People will DIE if they give the Brotherhood tribute, and yet the Brotherhood requests it with a clean consciousness.
>>
is nexus download server down?
>>
>>172399320
Maxson believing in oldschool brotherhood virtue does not mean that he can't have broader ambitions on both a personal level and from a standpoint of his organization, the occupation of the commonwealth has legitimate reasons you pointed out but could also easily serve as territorial expansion, whether or not it is has to wait until the next Bethesda Fallout.

I wouldn't say that it implies malice on the part of Maxson to deceive his troops to achieve his goal, once again this is par for the course in history. Most leaders who set out on great conquest did so under the guise of aiding the local populace and occupation came later. Using Caesar as an example again we can see a leader who had tremendous respect for his troops and who also commanded tremendous respect from them but he 'deceived' them, they marched into Gaul with the stated goal of helping to resolve an incursion by northern tribes and wound up pacifying the region, while we can't say for sure I find it doubtful that he said to his troops on the outset that they were planning to take all of Gaul under their control and that their stated reason was simply to provide legal cover even though that might have been in the back of his mind.

Lastly it's not "literally raider behavior" to demand food from the local population, by your own admission the institute is a real and valid threat so the brotherhood being their is doing residents of the wasteland a legitimate service that can't be rendered without supplies, something that raiders aren't doing. While wastelanders may not have asked the brotherhood to be there a service is being performed that the wastelanders are benefiting from putting outside the realm of raider behavior. If people demanded water to stop a fire that would burn down their house and would also burn down the wastelanders house would that be identical to raider behavior? I'm not saying its perfect behavior but it's distinct from that of raiders.

>Most leaders who set out on great conquest did so under the guise of aiding the local populace
I'm no history buff, but I don't think this is remotely true. There are n reasons to go war, some of which are "we need their resources or we die", or "500 years ago we needed their resoureces or we'd die, but now it's been 500 years of conflicts so no one even remembers why we started fighting and now we just hate each other and we're going to war because of that" etc.

But I think you're wrong for 2 reasons:
There is no in game reference to this, at all.
Bethesda isn't this smart.

The second reason being most important and likely a cause for the first reason.

>It's not "literally raider behavior"
It's literally raider behaviour. They go up to settlers and demad food or else.
They may have a better goal than raiders, but their behaviour is the same as the raiders'.

No one asked them to make war with the Institute. No settler asked them to clear out Mirelurks at X location because their numbers were getting a little too big or Ghouls at Y location so their friends can move in and start a setlement.

They may be doing those things, but no one asked them for it, they have no claim to people's food if the people didn't agree to give it to them in the first place.
FFS, you literally point a gun to their heads while they say they'll starve if they give you food.

It's raider behaviour, no excuses. The Commonwealth does NOT owe anything to them. The BoS is doing this shit because they want. No one asked them to do it, no one WANTS them to do it.

I'm not saying that the BoS are raiders, they are not, but in STEALING food from farmers, they are commiting the exact same act as raiders.

>If people demanded water to stop a fire that would burn down their house and would also burn down the wastelanders house would that be identical to raider behavior

>You do that though, and it's optional
It's optional to you. They're sending other people on this quest, no doubt:
"I need legs on the ground to hit up farms in the area. We'll be requisitioning a portion of their harvest and I need that food crated and ready to go for when I send out a collection team." - Teagan

They're already sending a collection team, they just want you to smooth it over before they get there.

>You can just as easily buy it
You can, but they don't want you to. You have to pay an exorbitant amount of caps and you are NOT refunded by Teagan. You pay 1000/500 caps and get back 100. Teagan never even mentions this, he just tells you to go there and get their food.

"Your mission will be to ensure full cooperation of the civilian farmers. By any means necessary." - Teagan

>It's not official brotherhood business
"Well, it is and it isn't. It's... complicated." - Teagan
"As long as I don't end up in the brig" - Sole Survivor
"Don't worry. Last thing I'd want to do is get our newest recruit in trouble." - Teagan

So it is official business, and you won't get in trouble for doing it. It's not like like it's a prohibited, looked down upon thing. The BoS looks down on the Commonwealth people and treats them as lesser, plain and simple.

"They ain't that different from a Raider gang, you ask me. Just try and act all legitimate, but they still just take what they want." - Gage

Agree to disagree on this unless you're talking about making some kind of autistic-tier megasettlements or using a low-luck build that can't reach savant.

To me, the game doesn't seem to really care what level you're at, ever. I think by extension, you're not supposed to care either. Once you hit level 30, there's really nothing you can't do in the game, and you're going to hit that quickly if you're doing a few radiants, aggressively building up settlements.exploring the factions. That's pretty frustrating to me, that everything is built to this expectation of level 30-35...except the perks which you can go to 50 trying to chase them.

They could have easily mathed out the damage output a terrible player is capable of with all the gun mods and perks and even designer legendaries, and then tuned some higher level challenges around that. Even if it was just to make the glowing sea constantly spawn at-level legendary uber-beasts.

I think you should compare it yourself. Certain ENBs like Photorealistic Commonwealth have their own version of interior lightning, while others don't account for that and may make some locations look out place.

Color correction can definetely be achieved by ENB though, so I suggest you turn it off and fiddle with the settings if you're worried about performance.

there was a mod that improved the NPC sandbox. I think it was more for interacting with objects at height, not necessarily improving their pathfinding.

some settlement object mods prioritize certain interactable objects. things like a bar have a high priority, so NPCs will always interact with them. the settlement bell and defense posts have highest priority, so a guard will always be at, or moving toward their assigned posts and settlers will always gather around the bell when it is rung.

I can't remember what either of these mods are called. Going to have to reinstall all my mods for another playthrough, so I'll see if I can find them.

Hmmm. I'm still not sure about the balance changes I've just made.

To give more bang for your caps, and materials, I've decided to lower the firing rate on the plasma caster by quite a lot. But to compensate, each plasma bolt will have a small splash that does 5 damage. About half the splash area of an explosive legendary bullet, and way less damage than explosive bullets. Direct plasma hits will do 240 damage with the right perks. 120 ballistic, 120 energy, with max perks. I think you'll need heavy gunner, energy, and demolitions expert, and perhaps some other perks, to get the damage that high. I just tweaked the values until it was 120 ballistic, 120 energy, at least in my game

Firing rate is now, 22 for standard, 45 for turbo, 68 for overclocked. Projectile about 2x bigger, and 20% slower.

Prong will make projectile 20% faster than your average bolt, and more accurate, but reduce firing speed by 20%. The multi-scatter will remove the explosion effect, but increase projectiles and maybe also firing speed, to make something that resembles a plasma minigun. I've spent most of tonight simply testing all this out in-game, it seems to one shot a ton of shit in the low level areas, but in the glowing sea, it felt powerful, but not as OP as the Avenger was.

In my opinion the point of a "gatling" plasma weapon is to shoot really fast.

I might also build cosmetic barrels that do what other barrels do, but look like the other ones. I've heard thats all the rage these days, and I now see how that's accomplished.

>>172420137

I might make a half damage option. Overcharged plasma already hits HARD with max perks, but its also not that accurate.

Now lets see if 4chan considers this spam

when you look at the caster compared to rifle in the previous title, rifle does 47 base DMG and the caster does 65 base DMG

it's looking good, though, my dude
>>
>>172420501
>What's the quickest way to make XP in New Vegas ? Is there an exploit or something ?
if you're going down that route, then why not just console command level ups? Just because you do it with in-game mechanics, doesn't mean it's not cheating; this is the same as people who take all the gold out of the Sierra Madre, you'd might as well TGM and walk out with it as opposed to doing a "trick"
>>
>>172419816
Plasma casters are supposed to be faster firing and more powerful than plasma rifles. Harder to control. Maybe instead of decreasing rate of fire, increase spread and the weight. Give it an accuracy penalty as well.

Like this.

more like decrease the range, the range on casters in F1/2 was roughly half of that compared to other high-end weapons
>>
>>172420678

It already has a pretty wide cone and pretty bad accuracy. I kinda like the current firing speed, like >>172420524 said this isn't a P94, but a heavier variant. This is loosely based on how the plasma gun fired in the Space Marine game. But there definitely will be a barrel that turns it into a plasma gatling, and I'll make cosmetic barrels that do the same thing to try to keep everyone happy.

>>172420524

Yeah I think I'll make an optional file for 50% less damage, maybe even 75%. I gave it 20% more damage than an overcharged plasma gun, but it seems a lot better than a plasma gun than it should be. I bet its the lack of recoil, because plasma weapons recoil so bad I almost never use them. I might look into giving this weapon some recoil, but not a hideous amount of it, and have it get worse with the various receivers that increase firing speed.
>>
>>172420780
Put recoil through the roof. The flamethrower barrel should be like trying to hold a rocket exhaust steady.

>>
>>172420780

I think the only way to decrease range would be turning it from missile to lobber.

Although, that does give me an idea. The CK can override projectiles so I could make the default barrel a lobber, and when upgrading to the prong, change it to a missile.

So basically this weapon would be able to be a:

>Artillery
>Projectile
>Minigun
>Flamer
>BFG-9000
>Beam

That would make it a pretty crazy versatile weapon.

>One of the scientists working on the project gets asshurt and gets banished to the surface
>He actually survives in the wasteland, he builds a remote control device that can be targeted at synths to reprogram them
>He and his synths he's stolen from the Institute are now back in Poseidon
>He's built machines outside to harvest radiation and hydrogen
>Continues research and begins mass developing with a synth workforce
>Institute freaking out and sending more and more synths after him
>He's converted his remote control device into a field device that stops any synth in their tracks and ally themselves to him
>They send a courser, a female
>The device he's built doesn't outright control Gen 3s, but it gives them almost hypnotic suggestions
>The courser falls in love with him, and he names her Captain Plasma
>He's building a teleporter to go back into the Institute with his entire synth army to take over the Commonwealth

I might also have his synth remote be a usable weapon, it was kinda inspired by the same device in Primordia. But it would basically just turn them off, which might not be that useful except for novelty.

I think you've gone too far with the backstory and it would be better left vague; it's in this weird place atm where you're trying to give it lore, but the lore clashes with pre-existing knowledge

The Gen 2s will also have metal armor. Basically something like "Battle synths". I've got some some texturing to do on them to make it match. Does the Institute Scientist have a name? If he was paranoid enough, maybe he wiped some of his data from the Institute servers before he got banished, or had a controlled synth do it for him. A 'man' on the inside that helped him avoid capture and sent out resources, including the stuff from his former lab. His little helper would have been caught after a while, but by then the Scientist had his research and was set up in a safe lair.

Just a way to explain how he has his toys, as I doubt the Institute would let him keep them if he got kicked out.
>>
>>172423934

Don't worry, they'll be freely available in leveled lists and a merchant similar to Van Graffs that sells them.

Defeating Plas-Man just gives you a legendary one and unlocks blueprints to some stuff.
>>
>>172424407

I was basically going to go with the "Iron man in a cave" scientist thing. He was banished to the surface, and was "lucky" enough to not get eaten by monsters or shot thirty minutes later.

He then scavenged some old junk and he was one of the few that knew synth control codes, and recorded them, and developed the synth control device. Maybe starting out small by testing it on synth crows, or going to known sites the Institute sent synths to, and starting out controlling them that way. I might also have some synths in his lab growing food for him to eat, or since he's close to mirelurk country, have enough ordinance and synths to guarantee a hearty mirelurk dinner every night.

If Shaun and Nate / Nora can turn old telephones into laser rifles, I bet it wouldn't be that farfetched for an Institute scientist to develop something equally as crazy with just junk.
>>
>>172424407
The 'man' on the inside could have been Captain Plasma. When she was caught, she was mind-wiped and sent after her former ally, as a 'fuck you' from his former colleagues. But he caught her, then showed her proofs of her former life and she became a willing ally against the Institute.

For some reason I used to play NV and 3 on my PS3. Now that I think of it, I had a really crappy laptop back then so that's probably why. Anyways, I've spent 70-80 hours on 3, OK game but I was in love with NV and I've spent 400 hours on PS3. Bough and played all DLC except OWB, don't know why I missed that.

Anyways, recently I've bought a new laptop which can play NV easily. Holy shit man this game is thousand times better with mods and stuff. And most importantly, I've started OWB.

OWB is fucking amazing. Just wanted to say that. It might be the best content in any Fallout game. Just magnificent.

After 7 years, undisputable DLC ranking (except 3's) is;

>Old World Blues
>Far Harbor
>Lonesome Road
>Dead Money
>Nuka World
>Honest Hearts (though it has awesome loot)

I don't think you could compare them. HH is more survival oriented and has more emphasis on culture/locale. NW is more to entertain the player.

That said I think they're both good DLCs.

Entry one. Title: Declaration of Independence.

I am [name] and I can undoubtedly, with butterflies in my stomach, which I never have, even handling enriched polonium, I can unequivocally tell you that this is going to be the most important work that I have ever done. Now I have not been blindsided by my secession from the Institute, but it’s almost like the gorilla that ran me over ten years ago, it’s old news. But the new news is that it’s now breaking nationwide and worldwide, and is a symbol and an indicator of the sleeping giant that is the Republic awakening.

And the entire Institute program has been built and designed to block what is about to unfold. I’m going to make some preparations here today, and I’m going to lay out some plans from my deep study of advanced old-world technology that can save this Commonwealth. Victory is within my grasp. People don’t know they’re in tyranny until it really starts to get bad.

But secession itself is a red herring. I need to be clear. What I really want is a new Declaration of Independence issued July 4, 1776. The purest American values, the purest essence of the United States was secession from a corrupt, distant empire backed up by military force. We are recaptured by the progeny; by the literal and figurative offspring of those robber barons 500 years ago. I am at the crossroads, survival requires that I secede from the New World Order that has conquered the Commonwealth through fraud; that I declare the fraud null and void and then reconstitute the Republic with the vision of the Founding Fathers.

A new Declaration of Independence. I can’t wait until July 4th. The Institute has prepared for this; sold Father as the next enlightened Director, and said my research was outside the scope of their precious directives, redundant, unnecessary, a waste of resources. Invention is the essence of America. Secession is the ultimate American value.

From my point of view, both include outcast tribes who live in a relatively intact location, entangled by their own problems instead of joining in with rest of the lore. Sure the theme of HH is a tad darker but I thought it was really bland compared to other NV dlcs.

Or maybe I just don't like tribals in my fallout and I keep making excuses to discredit their content. I guess we'll never know. Internet is a magical place.

>NV: 17 essential characters
Say what ??
To quote TVtropes :

Anyone Can Die: Now all but two characters in the game can die (a third exists for part of the game), even companions if it's set to Hardcore mode. Even quest important NPCs can die. Doesn't help when they somehow get themselves killed and fail a quest for you. The two invincible characters (excluding children without mods) are Yes Man (so you always have one ending option available to you no matter who you kill or piss off) and the Gun Runners' Vendortron. Yes Man will simply download his software to a new robot body, and the Vendortron had an indestructible shed built around it to dissuade theft and burglary. Until the player reaches the Lucky 38 casino, Victor has the same form of immortality as Yes Man; afterward, you can kill him for good (especially if you're sick of using his dialogue tree to run the Lucky 38's elevator). All other characters, no matter how important they are to the story, can die. Mr. House, Caesar himself, the president of the NCR, you name it, they're mortal, and their deaths will not break the game.

America is long gone. I must recognize that, pull out the New World Order, prosecute the criminals that have hijacked the Institute that don’t flee, and then reconstitute the Republic. But I must first separate in order to prepare for my glorious return.

Today is a day that will be remembered forever in the hearts and minds. In future generations of not just Americans, but people worldwide who have rediscovered liberty and freedom. I am living on the edge. This will be my most important work in my 27 years of scientific research. This is it.

I have warned of this, I have exposed it, we have seen the Institute's preparation and now things are unfolding exactly as I knew they would. But last night at about midnight after reviewing my research everything crystalized. I already knew it intellectually. I’d already done the math hundred times in different ways, but it hit me with that electricity I’ve only felt a few other times in my life – the knowing.

The knowing. The absolute destiny of this Republic. The conviction that if I prosecute the war against the Institute, if I take up arms and discredit and expose the enemy and take up a new Declaration of Independence. The plans were laid by my forebears. Armaments for my protection. Armaments to resolve the crisis I’ve now entered.

The enemy’s tool is the ignorant, compliant population. It’s a fraudulent system, I know that. If the parasites didn’t have the producers, they would fall. And I am now here at the crossroads. And I’m going to make some huge plans here and try to be calm. I’ve written like 7 pages of notes here I want to be sure to type this up coherently. This is a blueprint. This is the beginning. Everything else in my life has just been a build-up, the orchestra tuning up before the orchestra begins their true performance. I am at the threshold of absolute history.

To be honest though, I personally have yet to see a single redeeming factor of Fallout 4. Even the official promotional materials were just a list of things I wouldn't want, and a list of things that are missing.

Not him but here's some I liked about FO4 off the top of my head:
>Shooting mechanics is hell of a lot better than previous games. I think IdSoft was consulted for this.
>Companion chatter. The amount is staggering compared to 3.
>People only triggering their random speech once when you're in range, unlike in previous games where they have a shut up timer then loop their dialogue if you're in range.
>Motherfucking Power Armor system.
>Slightly better animation over all.
>Randomly spawning legendary enemies.
>Mines are part of the random spawn encounter list so it fucks you up when you least expect it.
>Story and dialogue is so dumb but you can walk away from most of them.
>Home base building system.
>Robot companion building system.
>Better weapon modding. Also you can rename your favorite weapons.

I'm sure there's more I have yet to notice or have forgotten. That said, it also has a fuckton of problems. Bethesda loves doing this whole two steps forward in some mechanics then proceed to take a giant leap back in other stuff. It's mind boggling. It's like half the people there are competent but their leadership is filled with retards.
>>
>>172437086
1. It's a complete game. None of the major factions were gutted. Anemic, sure, but complete.
2. Combat is better. Less weapon diversity, but better combat.
3. Better immersion in the game world. Which is kind of weird considering the dialogue limits to rp. Walking around, exploring, details in the environment, survival gameplay, all that adds to a better experience than NV.

I liked NV. I liked 3, too. I liked the original Fallout. I liked 4. I thought it was a better game than NV. Witcher 3 is better than both of them, especially NV. You have your 3 examples. Do we argue now?

>Affinity system with companions
NV companions all have quests and you have to be "liked" by them to start those quests
>Settlements
I only made one and spent max 4 hours on it but it was a nice addition I suppose
>Power armor
Cool change but giving you early on and making it a common thing is lame
>Changes how critical hits work
Again, cool change.
>Weapon/armor customisation
I can customize all 10 weapons however I want? YAY! Also fuck Bethesda for removing unique weapons, it was depressing to get a weapon with same look but a generic effect after a long dungeon. F4's weapons - armor sucked.
>Overhaul in vats
Cool change
>Armor now comes in pieces
Again, there aren't many armors in the game. All these nice changes are just OK when you type them down, they don't feel special when playing since whatever you do, there are so few of them and people, like me, enjoy unique loot and what do you know, FO4 has maybe 10 pieces of unique armor
>Changes to how junk works as it can be broken down to its "raw" components
This is the best thing FO4 did imo, really nice thinking
>Legendary enemies
NV has them
>Legendary effects
This is the reason why we didn't get unique looking items, cancer
>Special stats are more balanced
How so?
>Running
Nice addition
>Power attacks
NV has them
>Grenade key
Nice addition
>Survival
NV has them

FO4 doesn't have RP elements though.

I played it for the second time (not just once, but as a whole run) when it came out for PC, but in the end I encountered a bug which ate a good few of my best weapons and it was getting fucky in other ways too, so I just quit.
I had something like 200,000 caps, over 100 settlers and some of the best weapons anyway. Hell, my only reason for continuing was because it was an addictive habit to just keep checking up on it.
>>
>>172439076
it's for loot. if you want a specific item, but can't/wont use console commands to get it, you set up cages to spawn NPCs in your settlements. a certain percentage of them will be legendary and have legendary gear.

or it's for setting up a people factory in a cannibal playthough.

>Legendary effects
>This is the reason why we didn't get unique looking items, cancer
No a good chance the reason for the lack of unqiue looking items is because of the customization they probably didn't want to retexture every sight magazine stock etc

Different mechanics like diseases

The best defense is to never be seen. There are people over on leddit who think that Power Armor makes you an invincible killing machine invulnerable to anything but deathclaws and mirelurk queen venom. They're wrong.

Remember that you get no benefits from regular armor while wearing power armor. The best reason to wear armor is a good legendary prefix. The second best is aesthetics. Power armor IS fun, especially once you get t-60 which actually has some stopping power and also once you mod on a jetpack. Targeting HUD is REALLY useful.

If you want to insult minutemen, calling them raiders isn't accurate.

Cucks/betas is more accurate.

"p-pls join our faction Bunker HIll, w-we saved you and everything"
"no fuck off you guys suck"
"o-oh ok"

>constantly dying and getting injured by fighting for settlers who just say thanks or toss you 20 caps like a cheap whore
>if people don't want to join you, you can't do anything about it
>lowest technology of any faction
>no real leaders before the player comes along
>regularly get infiltrated by synths, can't do anything about it without the player

Despite all of this though, I join them and build them up every playthrough. Because they're still the good guys.
>>
>>172444075
>>if people don't want to join you, you can't do anything about it

you can kill everyone in the settlement, take it, and make it a MM settlement without losing your title.

nothing like interrupting the Battle of Bunker Hill with a heavily armed Minutemen force and a few hijacked vertibirds too bad they wouldn't let me bombard Bunker Hill with heavy artillery, killing all the settlers inside as collateral damage and allowing me to prop up my own puppet government

That goes against what the minute do though.

You can't give an example of someone breaking the rules of their faction, and use it to say "look this faction is raiders!".

The guy feeding the ghouls at the airport broke the rules that the brotherhood follow, so I don't use him as an argument that the brotherhood is ghoul friendly.

>>172444803
There would be individuals within the minutemen who are racist, and would probably have reason to be. They're made up of random people, and there would be a portion of random people who's daughter was eaten by ghouls so now he wants to kill them all, and he happens to also be a minuteman. But we're speaking more about the faction's dogma.

>>172445037
The minutemen as a faction following the ideals they state, would not want to bombard bunker hill and capture it.

Realistically, if you gave that order, preston would say "wait wtf? that's not our style General" or something like that.

Again, individuals within the organization who break away from the ideals of the organization are not indicative of the actual organization.

Quincy and Libertalia are failings of humans, not the MInuteman faction's ideals.

If any criticism of the actual faction os to be taken from these two events, it's that they leave themselves open to betrayal, not that the Minutemen are secretly raiders.

So they have failings, since the theme of FO4 is that no one faction is all sunshine and rainbows, but being stabbed in the back by someone who leaves your faction to become a raider does not make you a raider.

If everyone in the minutemen decides to become raiders, it's not that the minutemen are raiders. It would mean the minutemen faction has died and the individuals who comprised it left and are doing something else.

The minutemen stand for fighting against raiders, and helping settlements.

If you are a member of the minutemen, and you kill a settlement and take their stuff, you are not changing the minutemen into raiders, you are leaving the minutemen and becoming something else.

If I'm a Muslim and don't eat pork, and I decide to eat pork, I'm not changing muslims into pork eaters. I'm simply not being a good Muslim. Do you see the difference?

You cannot be a minuteman and a raider. If you raid, then through your actions you have left the ideals of the minutemen faction and have become something else.

And what happens to the minutemen after the players death is up in the air. I think it is a legitimate criticism of the minutemen that they let shit fall apart the second the old general died at the castle. You as the player character have to create a system of passing on leadership or something.

yes you can. at the most literal level, nuka world proves that.

>>
>>172447545
Enemy AI have very obvious patterns and it's super easy to predict where they'll move.
If you're on a subsequent playthrough (or you died) you'll easily be able to set up mines at key locations to devastating effect.

Mines, in my experience, do a ton of damage. Easily killing most lesser enemies (especially humans) outright.

I actually have my mines selected more often than grenades. They're amazingly useful.
>>
>>172449876
I like 'em plenty, they've been instrumental a couple times. You know how when you come out of Poseiden Energy next to West Everett Estates, two mirelurk hunters spawn to fuck up your day? I put a mine up that short little staircase going into the building and it detonated, and dealt no damage. Is that just a bug of the damage spread and what not?

>>172449678
Shame "Watch you sleep" messes up with Campsite :(
>>
>>172449787
ok anon, let's go over this again.

If you go to nuka world, and through the events of nuka world decide to raid the commonwealth, then you are not upholding the minutemen ideals.

You can say you're a minuteman all you want, but you're not actually one.

If you walk up to oberland station, and they ask you for help, and it's easier for you to just blast them, then you're not being a minuteman.

These things are mutually exclusive.

Just because the game doesn't have popup window that says "you're not a minuteman anymore for what you just did!" doesn't mean we can't think this over logically as players. In fact, in-game, Preston does tell you to fuck off eventually if it's clear to him that you've become a raider. So if you want to stick to in-game events then we can look at that. He hates you, because you've become a raider and betrayed the minutemen.

I don't know how to explain this further.

You seem to be caught up on the fact that so many minutemen become raiders, even the player character can choose to. But I guess what you're not getting is that a minuteman by title can cease being an actual minuteman.
>>
>>172449787
>nevermind killing the owners of oberland station to take it for the MM.

Not anymore, writing wise. Some of their better writers left.

I don't believe that at all. I think there is a correct and incorrect minuteman and that someone can simply be correct or incorrect in calling themselves one. One can factually cease to be one if they fall outside the definition of what a minuteman is.

But since our exchange has now gone into relativism vs objectivism, we can't really continue since that debate is hundreds of years old.

that's great anon but what you think doesn't matter. the idea of social progressiveness in a wasteland isn't even an afterthought.
>>
>>172454474
The irony is that I believe that what I believe about something doesn't matter, and that something is a way or not a way regardless of what I or anyone else thinks about it or how we perceive it.

In this case, what a minuteman is.

If you're a settler and a raider starts shooting at you, it doesn't matter at all what that person calls themselves. If they call themselves a minuteman or a raider doesn't change anything and it's purely semantics. But this whole conversation is just for fun.

Also we're not discussing social progressiveness?

Except you don't? Gameplay wise, yes, you can just scrap and build whatever you want.
But if the settlement gets too unhappy, they unalign with you.

Also, they don't join because you're the general, they join you because you helped them when they asked for your help.

>>172427676

Has happened before though, I was working on a notepad one of these days and the power flickered, causing my PC to restart.

>>172441108
I still haven't played with that. I think it would be nice to have production settlements where you just make stuff instead of having to worry about food water etc.

>>172441249
Yes, something like that. It would make from some very interesting quests. For instance, when the BoS arrives, they'll need to recruit settlements if they want to keep going.
Obviously they have brought a lot of resources, so they should be good for a while, but somewhere between mid to late game they should NEED to start recruiting settlements. So they'll ask you to get some for them.
Something like the Minutemen's Forming Ranks quest. If they don't have X settlements aligned, they can't proceed to do the next quest.
Maybe they automatically get some independent settlements aligned to them when they arrive (if there are any).

No geometry needed. The game simply reports your location to them because you took a hostile action. It's a shortcut that saves them coding each actor as a distinct sensory unit active at all times.

Then perhaps they shouldn't have gone this route. If a guy could mod it in in his free time (Unique Uniques, More Uniques), Bethesda - with countless paid man-hours of work - has no excuse.

When I'm playing Fallout, I expect to play Fallout, not Borderlands with a Fallout texture pack. The way it's working now, practically half the enemies in game are so-called 'Legends,' despite the leveling system making it so the most disturbingly undying hostiles are generic. The Legendary enemy/gear system can go die in a fire.

in any part of the gun, barrel, receiver, etc, you can place an entry "override projectile" and have it shoot whichever projectile you want.

lobber refers to grenade types. leave it as missile, and change the gravity value from something like .5 to 3.0.
