Not necessarily.
People don't give the +3 skills enough credit.
They're very solid choices. Comparing Attack +3 to Deathblow, If you counter more than once during the opponents turn, and then attack once during your turn, you've done as much damage with your A skill as with Deathblow. This obviously changes based on how many attacks you're doing such as with Brave weapons and such, but the two are both good in different builds.
