The appeal in magitech rifles comes in the potential for various types of spells one can place in the ammunition and that pretty much anybody can use one.

It all started with magitech artillery. The idea to have spell infused ammunition or even straight up spells fired from something that wouldn't just destroy itself when doing so finally came to fruition.
Just that however was a very dangerous process. Creating a tube of the correct material capable of withstanding the aftershock of firing a humongous spell or something containing a spell, as well as spellweavers figuring out how to put certain spells onto the ammunition AND making these spells able to go off when firing or when in hitting what they're supposed to make contact with rather than blowing up in everyone's faces.

Very complex and time consuming, but the results, when pulled off successfully, are a truly new level of destruction.

The idea of miniaturizing it for one person to use in a type of hand held gun is still a ways off, as far as mass production is concerned. There's no real "standard" yet, every piece is pretty much one-of-a-kind by a select few masterworkers who even dare try to make the things. Ammunition for them as well isn't standardized, so often they have to crafted specifically for certain guns.

Pretty much the only ones who can afford these spell guns are the aristocracy and the highest echelons of some select military. A few exceptions exist though, so it's not unheard of for certain people get their hands on one. Perhaps a few are certain bounty hunters or even a few notorious outlaws.
