It's very easy to say that TDR programmed this and that like how Saihara auditioned to be a detective so he became one, but in spite of how Tsumugi and TDR by extension should know exactly who he is if he's fictional, for some reason he's just as much of a mystery at the end as he is at the beginning.

There's a whole lot of clues that point towards HICKSHON not being a thing, and one of the biggest clues to me is that no one can actually say what the fuck was Ouma going on about.

You could make the argument that because Kaito's disease was not implanted by TDR (and there's a lot of evidence that it wasn't), the meteors/virus could be real.

This is seriously why I'm believing that he was in despair from finding the fake exit. While still in control of his actions of course, despair can make you react and decide things you'd never consider, and the door did effect Saihara and the others quite a lot just from opening it, let alone the possibility of Ouma entering it.
It'd be an asspull but this is Kodaka, so I wouldn't be surprised.

Actually, allow me to ramble on for a bit. SHSL Hunt isn't just a Remembering Light thing, it also shows up in the prologue, Amami's first memory is of SHSL Hunt (This was said to prove that the hint given to him in his Monopad is true, and to be frank the fact that he mentions a sham or copycat act with regards to the Monokumarz but this hint is still true to a degree tells me V2 and V3 are actually the work of the same people) and Kaede remembers being under the machine when she tries to recall being kidnapped.

The plague is also possible because Kaito had this disease which is highly unlikely to have been implanted by TDR, and his backstory about not wanting to wait a few years to take the astronaut exam along with how he mentions he used to play tennis before (Which is why he knows Hoshi) do imply he had some reason to be desperate enough to use forged documents.

In before godposter accusations, but even what he means by using 'that motive' to get involved in 'someone's plan' is weird considering Miu said first she was going to save everyone and Monokuma specifically calls him out later because he promised things would be exciting and it certainly wasn't, while he remains completely silent and line-faced.

He actually wasn't. That picture comes from after the guilty verdict. After Gonta's execution, he's making pic related, is very reluctant to talk, and only goes into the grand villain speech after pressure from the rest of the cast. He didn't really "snap back" to okay.

If she is a copycat and this isn't an "official" killing game, the audience could be anything from people watching hijacked TVs to a smaller underground group that know about the illegal game. Tsumugi does a lot of taking credit for shit other people did/events that were out of her control already, so I think this is the case.

I do think that V3's school/arena was also the setting for V2, which is why the hint on Amami's monopad worked for V3- the locations were still the same. If there was three years between games and Tsumugi hijacked the location, it makes sense why the school looks so run down in places besides what was recently built for V3 (the talent labs).

There's no way to really know because all we get of it is him telling a flashback to the VR world, which a. he's a unreliable as fuck narrator and b. the VR world doesn't show emotions like the "real" world does, as well as the climax inference, which is also very unreliable as it's Saihara's interpretation of events.

There's really no way to actually tell what his true, unbiased reaction was to Miu's death in the moment that it happened.

I'm still trying to make sense of why the run down state of the school is important- It definitely is, but it's hard to pinpoint why. These are my theories:

1) Gifted Inmates Academy was actually a school once (Perhaps it was named Hope's Pass?) and it was abandoned when SHSLs ran away. TDR (The government) capitalized on this to execute the SHSLs they caught while marketing it as V3, adding in sillier elements like the Monokumarz to strengthen the HICKSHON aspect and also to copy DR1 due to all the killing games copying DR1 whether real or fictional

2) As you said, maybe 'New' Dangan Ronpa 'V3' is finishing what was left unfinished which is the V3 that got canned for unknown reasons and V2's set was used out of nostalgia.

Yeah, but as the novel progresses, it gets revealed he's the head of the "Salvation for Victims of Crime Committee" and somewhat behind the Duel Noirs. He is also considered a corrupt detective who's abilities are similar if not a match to Fuhito Kirigiri. So he's technically a rank 000 detective.

Interestingly, I'm more in favor of the first choice for both options because Amami happens to make that copycat routine comment after seeing the Monokumarz and there is some possibility that Tsumugi's true talent is SHSL Copycat especially when you consider that her cosplay in the last chapter was aided by machines (Hence why she can change body sizes and all) but she still has to mimic the voice and poses of the characters perfectly.

I like to think of Ouma's death like Kirumi's execution. He could have just stopped where he was at and gotten the most harmless treatment(In this case, taking the risk of trust)but pushed himself and ended up in the position he did. Undeniably tragic but only in a pitiful way.
