Nothing you can do about it. It's an engine bug related to NPCs spawning on roofs and in walls. The cages are supposed to remain shut, and the catch inside, as long as they are powered. The engine sometimes has other ideas about NPC positions and power distribution, though

All of the cages you can make a pretty worthless, desu. With two exceptions.

Gunner cages. Seriously. Gunner cages are basically farmable gunners, you'll get tons of armor, weapons, ammo, some food items, and if you use manufacturing extended, lots of human meat and bone, which can be refined into fertilizer and oil. Oh, not to mention the experience.

The only other time a cage might be neat is if you're collecting certain animals. My deathclaw ranch, if invaded, would utterly devastate anything that came.

I've seen some running around outside the cages, but I think its only because cages attract enemies of that type. My deathclaw cages would attract hostile deathclaws, and I know they werent caged ones because the "Make not wanna kill and eat you" device didn't work on them.

Filled cages WILL attract their allies and cause more raids. If you fill enough deathclaw cages and keep them trapped, you'll get attacked by five or six fucking deathclaws.

They very much do that. Even says so in the description. The more cages, the more likely you are to get attacked.

It's an interesting way to farm legendaries: Have tons of Gunner or raider cages and resources, but no defense. This almost guarantees you an attack every time you travel to the settlement.

There are gorilla cages. Bethesda, for whatever fucking reason, locked it behind a quest.

You have to blow up the Institute. If you do, you will be able to capture gorillas with mutfruits. There's a mod that unlocks the cage for everyone though.

I don't know for sure but this might mean you can rig monsters for NV using Skyrims OS, and editing the skeleton.

One of these days I'm going to take Geckos from NV and put them in FO4. I'm still not sure what the best skeleton for them would be. It might sound silly but I'm thinking feral ghoul. That way it can run at you, but also get on its hands and feet. Or mirelurk king / Angler.

the followers aren't a thin ass organization if you look at NV, they have a lot of people.

I doubt they're going to drop Starbound any time soon. I think now that they have asstons of money and free time, they want to keep perfecting Starbound. I'm pretty sure Tiy wants it to be a definitive all-encompassing space game, where Spore failed. Just look at the new nav UI they teased.

I wonder if you could port new vegas over anyway. Rip the terrain, redo it with fallout 4 textures, work out some form of conversion for the enemies, like stingwings to cazadores, gulpers to geckos, bigger ants from Nuka World for giant ants, etc. Find a way to work out the weapons and perk systems. Get the dialogue back to the NV/3 style, and so it functions visually like the old style.

Honestly it would probably be easier than the skywind conversion. itd the same engine, the hardest part would be bringing the skill system and checks back

I honestly can't think of a single total conversion mod thats been completed.

Making all the buildings, interiors, NPCs, aligning the voices, rigging new creatures, even with a team of 30 fucking people, would take months.

FO3 would probably be a bit easier because 2/3 of the map is nothing but emptiness, and it basically already has all the old creatures made for them. New Vegas would be a lot harder on many different levels. Like I said...it would be thousands of hours of work.

All the organizations that actually try to keep the city alive are located in the center. Freeside, the North and West have been left to their own devices for 200 years with anarchy. Just make modular environments like all games, then you sorta avoid the problem of unique buildings.

Hell, You could block out all the modular bits then build the basic environments and get the story nailed down then work on those later.

I suspect it would have flooded sections for the docks, explaining why the enclave haven't reach the mainland but otherwise the entire city is perfect condition.

Hmm, after checking the wiki extensively, and the various pre-war companies, I think it would be neat if my Plasma caster was a unique one created by Poseidon energy. According to cut Van Buren content, they were going to make plasma spears, and worked on other plasma weaponry before...I think I'll add some type of secret laboratory under the Posiedon plant in the Commonwealth with some of the casters in it.

Of course like everything else crammed in last minute, I'd probably only make it a very early model that was developed just a few months before the bombs fell. I might also have this lab chock full of gen 1 synths looting the place up. Poseidon has made some really fucking advanced shit, even for Fallout. I'll probably have to give my plasma weapons a cool sounding greek name to fit in with their theme.

They already had one called "Semele" but I dunno. I kinda like Hephaestus more because he was the god of fire and forging, and plasma casters originally were welders. Plus Hephaestus sounds cooler. The Roman name is also Vulcan, but I think something already uses that.

Poseidon makes crazy shit anon. They developed Archimedes. Now I can make the fire rate actually make sense for the size of the weapon. This is basically going to be a stronger version of the plasma pistols and plasma rifles, and stronger than the original plasma casters.

Basically a crazy heavy plasma weapon. I planned on doing that from the get-go, but now I feel a little less bad about making plasma cannons and plasma beam attachments.

I really wish Bethesda explained plasma flamers and plasma splitters better. New Vegas made a huge amount of exposition for stuff like multiplas, but the SS can just make flamers and scatter pistols on his own.

Actually, the exact opposite is ture, everything from textures to mechanics, the parts that were in Fallout 3 are the far more functional ones, where Obsidian made shit is far worse.

You can see this even in the armors, where armor taken directly from Fallout 3 usually better textures then ones made by OBsidian for New Vegas. New Vegas's new armor usually have half the resolution size of the Fallout 3 armor for some ungodly reason.

It doesn't make them pointless, it makes them an alternative. You can dump one perk point into wearing power armor and forget about it all at the cost of constant weight and demanding high Strength, or you can make your character take several perks with high Endurance to reach a similar level without compromising weight. Or you can stack every damage mitigation or DT boost available to you, making you infraggable at the cost of having very little points to put into anything else.

At a point in the game where you haven't done Dead Money to earn 100000 caps, the decision between twenty AP rounds and twenty junk rounds can mean a lot. Should you buy cheaper rounds so you don't waste that expensive ammo on raiders on your way there? How about just buying (or looting) a gun with cheaper ammo to use in the meantime? Or putting points into melee so you can actually use that sledgehammer?

"All tribal identity" is probably hyperbole, he most likely wiped out tribes who were passive and actively inducted violent ones. While Caesar intentionally enslaves NCR and Mojave residents in the war zone, most of the enslavement that happens in the east happens to tribals. As Raul indicates, there are non-tribal communities that came under Legion control a long time ago. The additional locations would have shown what life is like for those people.
The general tone would have been what you would expect from life under a stable military dictatorship facing no internal resistance: the majority of people enjoy safe and productive lives (more than they had prior to the Legion's arrival) but have no freedoms, rights, or say in what happens in their communities. Water and power flow consistently, food is adequate, travel is safe, and occasionally someone steps afoul of a legionary and gets his or her head cut off. If the Legion tells someone to do something, they only ask once -- even if that means an entire community has to pick up and move fifty miles away. Corruption within the Legion is rare and Caesar deals with it harshly (even by Legion standards).

In short, residents of Legion territories aren't really citizens and they aren't slaves, but they're also not free. People who keep their mouths shut, go about their business, and nod at the rare requests the Legion makes of them -- they can live very well. Many of them don't care at all that they don't have a say in what happens around them (mostly because they felt they never had a say in it before the Legion came, anyway).

The east coast BoS would lose to the Legion and NCR simply because the east coast BoS only has about 500-1,000 people in it, wile both the NCR and Legion have populations reaching up to or over 1,000,000.

The BoS would certainly have the advantage.
When you have smaller numbers, controlling the engagement is absolutely key, and Maxson has force projection out of the arse.
Knights don't get held back because of NCR military politics. They're never ill-equipped. They have no problem putting down wasters.
They can also airdrop T-60 troopers from the fucking sky, can probably carry LP around on the Prydwen, and no doubt have some form of large-scale indirect fire/artillery.

It also depends on what they were attacking.

The NCR in the Mojave is made of second-rate, ill-equipped Rangers, and inexperienced soldiers with low morale.
The closer you get to the heart of the NCR, the more kickback you get. I doubt Maxson could snuff them out for good. They're literally too big to fall.

I'm not autistic, and could give a shit about decorating places that have no meaning or value whatsoever other than "I built that". So no, spending 90% of my time scavenging for lamps and endtables does not sound like fun to me.

There are a million sidequests sure, but almost all of them are small one-off oddities that mean nothing, accomplish nothing, and give you nothing in return. At least in FO3 and New Vegas a good majority of quests affected the world in some way, or gave you a unique piece of gear that changed the way you roamed the wastes.
This would all be acceptable if it could fall back on the tried and true interaction system Fallout games are famous for... Oh, wait, it can't. I hate newspapers.
And I hate Fallout 4, because it's an irredeemable turd, and I'd rather keep playing S.T.A.L.K.E.R. mods.

This is a doorway. A game object explicitly designed for NPCs to walk through. So, can they walk through it? - Of course not! They just walk against the wall or the stairs, instead.

I've considered going in and killing everyone except Talia, but then I imagine how she must feel about all of her friends, and her new "family" getting gunned down right in front of her, down to the last man. So I usually end up just avoiding the pace.

I think I'm going to make some skinless Gen 2's and give them a lot of armor plating. Doesn't make sense to have a soldier bot try to blend in, go full terminator mode for these dudes.

I think I'm going to give them combat armor, painted chrome.

Tbh synth combat armor looks like a toilet. I'm thinking something like this, but chrome, no under clothing, and a different helmet / no helmet. Basically just look like a beefier armored gen 2 without the fake skin.

I was planning on giving them unique power armor, but from a lore point, I dunno if the Institute could afford to do that. I did have some ideas for unique power armor though, but I think beefier gen 2 synth might look cooler anyway.

I don't think so. Power armor is one of those things that I'm not sure how to work with like that. Power armor is technically "furniture" and doesn't preview in the actor window in CK. I could probably jury rig it but eh, that would be way more work than its worth and would look shitty. Dem robots have lots of tiny intricate parts that would look shitty when stretched.

I could just make my super synths like 8 or 10 feet tall though. It wouldn't really be that much different. Too bad Super mutants can't use Gatling lasers. I thought they could use anything. :|

Hmm, combat armor could work, had to do a little bit of tweaking to make it usable for Gen 2's in CK. Only issue is the leather straps on the legs, but thats an easy fix.

Paint it all chrome and this would be a bit like a beefier combat synth. Actually I'm forgetting though, I'm using a mod that makes Gen 2s look like terminators. Eh, I guess I'll see what the old ones look like first.

Can't because the main quest is so fucked. Regardless, using the assumption that we can only add new "levels" (ie underground worldspaces/maps) and NPCs to the existing base Institute, we can:

1. far more regular civilian CIT people walking around the base area.
2. dedicated "residence" level, where all these people live. Side quests would include trophy wives fucking their gen 3 butlers and so forth.
3. library or archive, with it's own string of quests pertaining to recovering old world tech (not too dissimilar from the BoS). This is where information on the events preceding Father (ie the Commonwealth Interim Government) would go.
4. "manufacturing" level, even if it's just a giant 3d printer. Side quests would be bringing in the "plastic" resource for caps.
5. side quest where the SS connects the Institute with Vault 81 via a new subway tunnel. Reward would be loads of resources.
6. an "American history museum", focusing on postwar history. Events would include Dick Richardson's assassination, and the death of Colonel Autumn and the invasion of the old capitol (implication would be that the new capitol would be Montgomery, AL) by the BoS (implied to be raiders based out of ruined Pittsburgh). Also mentions of a moon colony.
7. ability to deploy gen 3s on the surface in "national guard" apparel, with each bot being programmed to be loyal and devout American citizens. Quests would be about restoring order, notably taking over the Forge and using it to build APCs. Eventually they'd realize what is going on, and demand regular homes to live in. Sanctuary Hills is rebuilt as a gay synth soldier colony.

Ah, apologies, I misunderstood the post.
Yeah the Enclave have always been cartoonishly evil and it's pretty hard to compete with wasteland genocide. That said at least they had motivation for being a driving force in FO2, as opposed to the amorphous shadowy evil that FO3 tries to paint them as.

Curious how the Institute follows a similar formula. Even after learning about them there isn't much to it...frankly, they're kind of boring without all the cloak and dagger. Bethesda just can't into writing factions.

The lower half would be mud flats, the upper half would be burned down homes covered up by grass. Not much to see, except the odd spanish farm town. All the cool stuff in the bay area is up to the northeast, in Walnut Creek (where the Lawrence Livermore National Laboratory is, which makes nuclear weapons) and Fairfield (Travis AFB).

In a world without transistor computers but with nuclear batteries (either RTGs, fission or fusion), there's no mass market demand for most of the rare earth minerals China sells in the real world. The US has a huge domestic supply of Uranium, and CRTs were still huge bulky things that only companies could afford (individual people only had maybe a single TV in their house, which they would get repaired and not replaced as is the case in the real world).

Anyway, the #1 thing is clearly oil if only because it's what Mad Max (which FO is inspired from) is about.

FO4Edit can assign masters and change ammo types. Make sure the ammo is not changed away from what you want by receiver mods. And, make sure your patch plug-in is turned on. If that doesn't work?

There is a mod that allows you to complete the quest for Stockton and having Covenant not aggro you. Then I just disabled the npc's I didn't want. But after that things didn't go quite as good.

The old one looks like it handles it better, the new ones doesn't appear to show breech loading the first round, and the comments also say it doesn't function properly when you have less reserve ammo than a full tube.
