I don't know about Nier being the weakest, at least not if we include Weiss as part of his repertoire. Caim's technically not /that/ strong in comparison, even with his pact: he's pretty fast, physically powerful (enough to cut clear through like 5 armored dudes in one swing), and can use magic. None of that really comes close to the crazy shit Nier can do with Weiss, or Zero's displays as an Intoner.

I would actually say that end game Nowe is one of, if not the strongest (and I'm only counting Nowe because his game is called Drakengard 2, I don't care if Taro didn't direct) since he can fly and fight a Dragon 1 v. 1.

I would say it breaks down close to this:

End-game Nowe > Nier > Zero > 2B/A2 > Caim > 9S > Nowe.

If Nowe being in the list puts your panties in a twist:

Nier > Zero > 2B/A2 > Caim > 9S

This isn't counting Red-Eye Caim, however his power level is ambiguous.
