it's extremely useful for ranger too. you can jump and then charge end attracts and remain in the air until you run out of pp and never lose altitude. You can also move a little bit with P-slider 0 and lose a little height for better position. gives you a birds eye view of everything and gets you off the floor from hazzards.

Nabarta for techs and Facet Folia for TDs outclass every single other PA/Tech in the game. The balance went to shit when they added XH. It's so bad that I'm considering trading in the Arion tmg I got just so I can 60 ele my Arion partizan and quit. I haven't even scratched a Nabarta yet (and don't have motivation to because I have a good Facet Folia setup and rainbow daggers) so I wouldn't be able to tell you. All I know is that it is incredibly strong and it's one of the easiest ways to kill XH bosses in on run. As to why I want Arion, you're right that they're trash outside of es but that's for main class. Arion partizan is the best Fi equippable partizan in the game right now. It's only used in niche situations but Fi is my 2nd fav class and I had a good enough es setup to 2-3 pass XH agrani on 2 of his elements so I decided I'd go hard for it. Luckily I was able to get a partizan to drop straight up and I have enough material zero to get a 2nd if I trade in the tmg which I probably will.

There isn't going to be anything to "surpass Austere" that's actually obtainable for quite a while. Even if a full set of Deus Units ends up being slightly better than Austere, which I severely doubt, you'd still have to actually get lucky enough for them to drop.
Using uncrafted Saiki and complaining about your shitty PP pool is pretty silly. It costs like 150k to get a unit to ext3 and craft it with the 10PP recipe, that's 450k for the whole set and an extra 30PP.

There isn't any rings you desperately need on bow so you don't really have to have any 12* units.
You can either do Saiki crafted for PP, Austere+12* legs of your choice (usually Astra/Union/Whitill), or just straight up full Whitill if you have it.
You need at least 190PP to do your Banish combo, if you have less than that you shouldn't be playing Bow. The next breakpoint after that is 235PP so you can do your Banish combo on the same PP bar as your three Chase Arrows. Shoot for either of those numbers and stack as much RAtk as you can otherwise.
