Dugeons are good for loot and exp. Try to do them all at least once for the exp and quest rewards. Doing them as youre leveling is fine, as long as its relavent to your level. Dont be lvl 35 and go back to Ragefire Chasms just because you missed it, it wont help you.
If you do random dungeons you get exp equal to turning in a quest and random loot, so if you have nothing better to do then its not a bad idea either.

Is there an ilevel where I can be of the knowledge that I'm nowhere near top tier, but still don't feel like I'm 'wasting time' not farming for gear?

I have a 2/3rds win rate as alliance, solo queue. CTF maps are generally the most even, you can get a stomp either way. AV has been swinging back towards Alliance since Horde don't want to play hour-long games for a chance to win, apparently.
Block Strand of the Ancients 100% of the time, every time. No competent Alliance queue for it. The other one is your choice, so pick one your character doesn't have much impact on. I've blocked Deepwind Gorge since Arms doesn't have much impact in the 13v13 zerg in the middle most of the time.

Also, just as an aside, did you ever notice how the worst players on a team always blame "The Alliance" for their loss?

nah, 500 res per level. From leveling up (area bonus objectives, order hall quests and rares) you should have a big pile of order res by the time you hit 110. Even if you don't, completing your class hall questline awards 5k and you'll collect a lot while doing the "do 20 world quests for shit n giggles" quest.
