Well, here is an accurate example of how AA works in this game.
You can think of it like your fire control systems for the AA are built around a Dungeons and Dragons table.

This is happening every second, per AA aura that a plane/squad is in range of. And with every plane lost in a squad their defensive roll is reduced. Which is why in a fighter vs fighter battle the first group to lose a plane tends to lose it all.
And clicking on a plane focuses your power providing you +50% to your attack rolls at the cost of not being able to attack multiple squads at once.
To make your AA roll 'better' you can equip modules, or choose talents that bolster it, OR simply get the last hull in each ship. Last hull in most cases greatly increases AA.
NOTE: Could have changed but at one point it was 50%. And of course taking the focus fire talent increases the % boost by an amount. Not in game now so can't recall it offhand.

I've been playing the Belfast a lot lately, great ship, just unlocked my fourth skill tier and bought the Inertia Fuse perk. My question is, when and where should I use HE? I've been testing out both AP and HE shells on targets and I'm not entirely sure which is better and for what situation.
On the one hand, AP shells should do more damage, if they are able to penetrate, generally speaking that's either up close or from plunging fire (is there a useful chart to show the distances you need to be over/under in order not to bounce stuff?). Not to mention citadel hits which are always nice to get. However with the penetrating HE shells (plus the Demo Expert in combo) while I may not penetrate, I am nearly always causing a good amount of damage, plus killing off modules and sometimes causing a fire which is equally good. Then there's the question of what I should be targeting (battleships I generally spam HE at, but I've also gotten good damage when I get plunging fire on them with AP, would HE be more consistent though?)
I'm going to have a look for a damage indicator mod to see what differences there are myself. However given what I've said above, plus the general capabilities of the Belfast's AP and firing arcs, what would you advise should be my go-to ammunition for each ship, and at what range?

Here's how they did it:
They basically took a lot of the aquatic versions of the vehicle shown in the picture and placed them nose to nose at various points of the ship so that they could support her.
They then transported her along main highways with a lot of "OVERSIZED LOAD" signs and trucks positioned to keep traffic away.
Much like you might see moving massive airliner engines, or a house when driving down the freeway, but on a massive scale of course. (N.A.S.A. has since improved the design for such smaller uses to use less road-space.)
A hell of a lot of traffic due to closed roads, but man it was worth it for such a beautiful museum ship. And now and again they went through a river or ocean, which is why the vehicles had to be aquatic.
Should look up some footage of her voyage into position. Although because it was such an important endeavor the government was very hush hush about it all, and it was a different time back then so no Cellphone Telephones being able to capture video. And what was taken was likely confiscated by the government.

Belfast's AP is so good that it is rarely necessary to keep firing HE once you've set a fire or two. Once you get a feel for when to use each ammo type all IFHE does is slow you down in getting those fires.
Keep HE loaded as default, but don't be shy about pelting cruiser or BB broadsides with AP, especially once they're within 10 km.

Plunging fire is not something you can reliably take advantage of, which is why I consider it important to have the best possible fire-starting with HE for those situations. Carrier Changes
We're disabling the "Alt"-attack feature for tier IV and V carriers -- this change should bring better balance to carriers at lower tiers, where most warships have weaker or non-existent AA defenses
To see if you can use the "Alt"-attack (manual squadron attack) feature for a particular carrier, check the "Flight Control" module
Fighters may now be removed from a fight with enemy aircraft via an "Alt" attack -- when you withdraw a squadron from action this way, it'll always lose one aircraft. (This rule will apply to all carriers except Saipan.)
Once a carrier is destroyed, her squadrons will maintain their position after fulfilling a particular order rather than returning to the carrier's final sinking location
Fixed the ability to differentiate between single and double mouse clicks, preventing situations when an "Attention to Sector" order given using the minimap resulted in the selected squadron heading that way too
Fighters with a speed higher than their targets will reduce speed as necessary while maintaining their attack -- this allows fighters to steadily hold their targets in their sights and makes it harder for strike aircraft to approach their targets (The attacked strike aircraft could drop bombs or torpedoes with no increase in dispersion)
We're adding a contour line that encircles key areas instead of buoys in the "aircraft" camera view
User Interface Changes
With the release of Update 0.6.3, all customized keyboard and mouse settings will be reset to the standard ones. After the update, you'll will be able to change the settings to suit your preferences.

At least lower the timer on the bloom after firing. The problem with German DDs is you're visible for so long after firing that you just get chewed. Well, one problem with German DDs.

Always take premium heal for BBs (I'd take prem heal over prem DCP for them) and cruisers.
Prem smoke is a must for USN DDs and RN CLs. Once they get rid of stealth-fire it will be a must for IJN too.
Prem Def AA is only indicated for if you are divving with a CV.
Prem HAS might be a good idea for KM DDs (but I've never played them, so I don't know).
Prem Speed Boost isn't a huge deal. I like it to equip it on the slower IJN DDs though.
Prem Radar is another good investment, right after heal and DCP.

Yes.
She's illegal amounts of fun. Her fast-firing 28.3cm guns along with the secondaries and torpedoes make her absolutely murder any battleship that gets caught in a CQC duel with her. Her maneuverability, turtleback and the 350mm belt (on a ship with a 30kt top speed) make her very, very tough though you eat a fuckload of penetration damage from the heavier hitters at Tier VII like Nagato and Colorado if you're not careful.
The AA isn't bad either. She can murder planes if you spec her for AA though with Manual AA being especially good for her 10.5cm DP guns. She's not as good as Gneisenau in this regard but you don't need to be.
The only problems is that she really really suffers at long range with the horrendous dispersion on the main battery that makes it impossible to hit anything beyond 11km reliably. The penetration is also pretty piss-poor at medium and long ranges. Not that it'll matter a lot since you're not going to be engaging the enemy at long range. Get in close. The TDS is fairly weak as well, you shouldn't be eating too many torpedoes with her maneuverability but when they do hit, they hurt a lot.
All in all, she makes a lot of people happy and I'm sure she'll make you happy too.

As an addendum, I'd recommend speccing Scharnhorst for secondaries with Adrenaline Rush, Manual Secondaries, Advanced Firing Training and the Secondary range upgrade. Scharnhorst actually has the same secondary suite as Bismarck (though with one 10.5cm dub turret that's moved from the sides to centerline behind Caesar turret on Scharnhorst and Gneisenau) even if it's limited to 7.6km range at most. The secondaries can still rip apart destroyers that get within range.
They're also supremely useful in duels to set fires on ships running away from you and think themselves safe from your main battery, as well as when fighting against Gneisenaus and other Scharnhorsts, where you can turn around and lead them on a merry chase while bombarding them with HE shells and torpedoes while they can only reply with their main battery.

When you engage in ANY DD fight in a USD dd today you are far, really far less likely to be at <9.6km of 3 or more ships. With the nerf? After you kill your target you will be spotted by all the other ships at 12km+ and raped to death.
That is the problem, USN stealth fire is very situational and rarely do any dmg, just generate shitty babby whine, the extra bloom is the problem. Look at fletcher vs gearing, it is a MASSIVE nerf to the fletcher, that will almost never be able to shoot out of smoke or will easily lose most of it's hp.
This nerf is nothing than a passive play buff, a huge BB buff, and a DD nerf. You better enjoy your cruisers dying and DDs hidding in the back now, that sort of shit will be rewarded with this change.
