There was a sticky thread on the offical PTR forums where they had hero tweaks alongside the PTR patch notes

It got deleted with the new Lucio changes for some raisin, but really the only Ana changes that went through are the nerf of her rifle to do 60 damage to enemies, I'd expect it to go live wth Orisa

So what it's basically happening is that they're making Lucio harder to support with for special needs teammates, but at the same time he's able to basically 1v1 anyone and outheal winston's damage

So much for DPS in a tank meta
