This is my wife. I'll work day and night to make her the strongest.

Offensively, she's pretty nuts with unusually high speed and attack for a flier. Her good stat spread plus inheritance will make her great on flying meme teams.

+atk or +hp on Ninian is most likely better. Triangle Adept is probably better than Swordbreaker so she can keep her Wings of Mercy.
Ephiram is kind of shit. Erika would be much better to help with buffing Nino. Also gives you a red against greens (and Kagero can take care of those pesky falchion users Ninian could have trouble with).
Kagero is a good choice, except for the upcoming cavalry meta.
You shouldn't need to replace Hone Attack with Hone Speed on Nino, especially since her C skill is her least important one; you want to buff her first.

Hone and Rally works with tomes. Spur doesn't and Blows likely don't either.

Well technically it doesn't really make much of a difference in combat since she fights on a mount. But personally I liked her baggy saddle pants in her cipher pre-promote outfit. Also much of the armor in Nohr lacks pants. Effie doesn't even ride a mount.
