When Konami did MGSV they usually run out of time and got many problems thanks to Kojima trying to make the story and the gameplay better, until Konami told hom to hold his autism in check because they need to sell the game fast, that's why the ending seems rushed.

On CDPR they have a small team working on Witcher 3 and they released one of the best open world RPG games of all times. How people knows that? because CDPR released the entire Witcher's team so they can work at Cyberpunk 2077 and that team was just less than 100 guys, plus the 30 that were already on Cyberpunk's team.
