Changes are good, overall this might make him competitively Viable which is nice, Blade of the ruined king changes look to be good for him. He will probably build tanky now which core items being Titanic and Blade of ruined king. Sam and LS compare him to be the middle ground of Fiora and Trundle.
Fizz:

Fizz is already a pubstomper in soloQ. These changes might make him to be a weird viable tanky ap top, these changes aren't as impactful for mid fizz as they are for top.
LeBlanc:

W now deals no damage. The Q can kinda wave clear better. These nerfs are way too over board. hit too hard even for soloq. Reminiscent of the nerfs to Kassadin where he was removed and never seen for 2 years.
Lucian:

Still trash. These changes hardly effect him. He needs his range back and even then still wouldn't be that amazing. Sam says lucian is currently okay in soloq as you can build the three lethality items and just click R to deal 3-4k damage (Like MF).
Miss Fortune:

Changes are bad. MF will never buy Shiv + Infinity edge as she wants to just stand back and "Gattling gun style" mow people down. She will always go for shred be it in lethality or in black cleaver build.
Rengar:

Nerfs were uncalled for, he is already in line due to the changes people have made in soloq and competitive in terms of playstyle. These changes hurt his already bad matchups.

Ryze:

Ryze W nerf is basically pointless. Ryze E nerf is not the end of the world and is kinda okay for him. Sam says that they should've changed his empowered W root timer (which is 2 seconds) as it basically forces his opponent to run cleanse. LS (Jokingly) suggest another rework.

Varus:

Changes effect Redside varus during mid and lategame. These changes wont be that noticeable besides for when hitting tanks.

Blade Of The Ruined King:

Changes are nice for some champs bad for others. Ezreal, Kalista, Aatrox, Zed, Vayne (In some situations), Yasuo (in some situations), AD top fizz, AD Eve and Kindred all benefit from these changes.

Edge Of Night:

These changes aren't that big. Can no longer be used to safely clear waves in competitive without proper practice of the timing. In SoloQ bit larger of a change has it can no longer be used as a "Retard shield".

Stonebork Pact:

Or as LS now calls it; The Olaf is finally useful mastery. Olaf is now much better, to the point of joining meta. This is going to be used on champs that didn't have a "proper keystone" (See mundo) Will also be used on champs such as Tahm support and jungle, Skarner, Sejuani (Possible) and Zac. Nunu will use it but its not large enough to bring him back into meta.

Warlords:

Its good for any auto based kiting champions: Such as sivir, Attack speed varus, Ashe, Caitlyn, might be okay for twitch. (No mention of kalista but she does fit the category)

Deathfire Touch:

Really hurts Jhin and Varus(who is already getting nerfed on top of this)

Exhaust:

Armour and MR changes hit any ap mages that ran exhaust in a super hard form. Noticeably Malzahar(thank god). Reduction of AS removed is ok but the summoner is hardly used for ADCs and much more against assassins. This change might make mid laners run barrier instead. Barrier will probably be used and already kinda of was (See fakers orianna vs Talon).

Realistically, there's no way Mordekaiser in his current form can ever be balanced. At least in a legitimately healthy way, and it mostly stems from how his passive and his kit works.

His passive's shield scales off of 25% of your hp. Meaning that in order to increase your shield's maximum strength you have to build health. Meanwhile your shield charges based on a percent portion of your abilities' damage. Mordekaiser has fairly poor base damage values and needs to build damage for his damage to stay relevant. So what you have is a champion who, when building damage, easily caps out his passive shield and "wastes" a majority of the damage he's doing as he's overcapping his shield. Meanwhile if Mordekaiser builds mostly tanky, he's left with a giant potential maximum shield and no way to realistically charge it, since he's doing so little relative damage. Since Mordekaiser is all damage tank Morde is inherently worthless, he has no CC or utility to fill in for the absence of damage being done to the enemy team like a real tank has, becoming a big bag of 300 gold with a strangely large health bar. There's only a small middle ground here, basically consisting of Morde building Rylai's, protobelt, and Liandry's (which thankfully are all great on him).

Second is an even more base problem with his passive. Morde is dependent on his damage to become tanky, and is proportionally tanky to how much damage he deals. This makes him incredibly feast or famine. both of his heals are dependent on building AP to become strong enough to keep him in a fight, his W heal is a flat amount equal to the damage it does. Every aspect of Morde is proportional to how much damage he does, when in reality in order to not be afeast or famine champion these things need to be standardized in some way. A %missing hp based heal like Gangplank, %max shield charge effects on his abilities, which currently only exist on his E, a flat amount of maximum shield per level in addition to his max hp ratio.
