Then, if you have the time for it, play at least a game of each champion in the free rotation (You need to be lvl 6 to get an actual rotation, each tuesday)

I don't understand how to cs outside of laning phase. I'm low gold and I feel like this can be one of the main reasons keeping me down. I'm still usually keeping on par with everyone else but you know how these games go, just wandering around, sometimes objectives but mostly just skirmishes, and I can't find time to dedicate to travel to some distant lane and kill a couple waves or something. The fact that I'm playing meme 2017 role doesn't help, nor does the fact that I'm picking lethality (ab)users or ezreal, if enemy adc builds runaan I'm usually falling behind him in cs lategame significantly. Is there any steps to take?

Try Taric. People for some reason are so dumb in low elo that they don't understand diving a Taric with stun/ult up is suicidal. Not only that but Taric is one of the best teamfighting supports if not the best and teamfights happen a lot. Why are some people considering the Warlords change a nerf? Of course it will. And more importantly you get resets on your abilities with your ult up.

If there's not at LEAST one (or even two) low-health champs to get ult resets offa then you don't go in. You're too squishy and you'll just die instantly.
