Papyrus does know more than us, but it's more of an innocent "you never asked!". For example, when you get tricked by Sans' treadmill, Papyrus outright states he hates it when Sans pranks him across time and space, meaning he's at least somewhat aware of his brother's abilities. He also knows Sans uses shortcuts to get around his puzzles, but he doesn't really know how.
I figure Papyrus passively knows a lot of information we're interested in by virtue of living in the same house as his brother. To us, these facts must be closely guarded secrets, but to Pap it's common knowledge.

We don't have any idea as for the timeframe of Chara's stay. And even then, it isn't as easy as saying "we are going to adopt this kid and integrate them into our family." Treating Chara well may have just been Asgore and family trying to be gracious hosts.

For all Asgore knew, Chara's death was inevitable. Sad and tragic, but it was an illness. They did all they could, but it was not enough.
However, to his eyes, Asriel left because of this and when he was attacked, Dad was not there to save him. Dad couldn't do anything, locked behind the barrier, unable to do save his child being brutalized. And when he made his decision to bring about war, so did he lose Toriel's trust and love as well.
Chara was a heartbreaking event, but outside of his control. He did everything he could, but it just wasn't enough. Toriel and Asriel were, to him, personal failures, things he could have been, should have been able to solve, to prevent, that's why he feels that way about them.
At least that's mostly how I see it.

My advice: Update on Sundays
For some reason, I found that in my own fics I tend to get more feedback when I post updates on Sundays.
I might just be superstitious, though.
As for writing advice, here are some pointers, though feel free to take my words with a grain of salt considering I'm a complete amateur:
-be careful with walls of text. Your first chapter has two of them right out the gate and they seem kind of intimidating to read. As a rule of thumb, whenever you change the subject, make a new paragraph.
-be careful with the said bookism. Try to have the tone of the dialogue expressed through the dialogue itself. Don't use substitutes for the word 'said' unless they actually add to the meaning of the dialogue. If you are scared that the dialogue exchanges are getting monotonous, try interspacing them with action or description, eg of the speaker's body language.
-Use adverbs sparingly. Most of the time, the writing is stronger when they are either taken out or replaced with a more thorough description.
