So, I think its safe to say, the Tournament of Power won't be in XV2 since it would require a bunch of of new characters. So XV3 it will be.

But at least the format allows for your character to participate, likely substitute for one of the combatants(My money is on Roshi so they don't have to program him).

Only thing that remains to be seen then is how many of the participants will get in.
