Yes, because we've never had two people of equal ranking in armies outside of Japan. You don't even need to constantly mention it if it's been mentioned before. You have prior context of them both being of the same rank. Same with oniichan, narration would likely mention the character's relationship with the other character. It's one of the most unnecessary honorifics.

My main issue with it is that it's mixing two concepts for adapting her speech style that don't really work together. Originally they were working with making her British accent very strong, but then quickly changed it to this weird weebenese while still maintaining a lot of the British flavor. One or the other would have been fine, but together it isn't really achieving the desired effect and comes off like a rushed edit job that incompletely transformed the style approach rather than something particularly intentional.
