You get less gear but the dungeon doesn't take as long as a raid.

Set pieces are important, sure. But there is important gear outside of that.

You can't use coins but why would you? You can farm M+ all week, coins are because of the single loot lockout.

+9/+10 dropping 875 gear would be insanity. You could get raid geared from a 20 minute dungeon that you can run a thousand times a week. Theres also the problem that if +10 drops 875, there is like a 15 ilvl difference between a +10 and +15.

That's the biggest problem. Maybe introduce a "one time per hour" to the dungeon, but then it would go against their design so far.

Tier sets are important, for some classes they are a 10% increase and often the game is designed around them.

From 10 to 15 you could have 5 ilvl increases on 11, 13 and 15, with 5 ilvl increase in weekly hall chest at 12 and 14.

The problem is that you don't have real design room because all you reward is how fast you complete a dungeon.
