Thinking of getting back into the game, have only played very little before, but was wondering a few things. Is it worth playing without the HoT expansion? How is the PvE side of things (dungeons/raids)? Are there any classes best for certain roles?

i guess it's okay to play without the HoT expansion. But i'm not sure if you'll find many people wanting you in dungeons or raids. In fact I am not really sure if many ppl do dungeons anymore... Some other anon who plays more pve stuff ought to be able to tell you more specifically what's what. But for the most part... gw2 could be a lot better if the devs were better :(

Depends on how much you liked the base game and if you plan to do things like raids or want to seriously PvP--raids are one of the big endgame things, so if you're fine without them, then you can hold back on getting HoT. If you want to pursue PvP beyond just screwing around in unranked, then you'll pretty much need HoT.

PvE is a mixed bag: dungeons are pretty much dead. Some people still do them for the unique rewards (e.g. Runes of the Monk from Ascalon Catacombs). Raids are pretty great, tho I suggest finding a guild that teaches raids if you've never done them before. New maps are a nice change from the vanilla ones, but can become pretty monotonous if you continuously farm them for gear. The HoT story/maps are largely up to personal preference: some people loathe them, others like the challenge, others skipped them entirely. Personally, I didn't care for the story, but the maps, at least when they first released, were a nice change of pace.

There are certain classes that are meta for certain roles, yes. There is some wiggle room, but largely you'd wanna check on MetaBattle--that site will give you a rundown on what class does what

No, Anet works VERY hard to make sure every class is watered down and diluted so that nobody really excels at anything, it's a liberal's paradise. No one's allowed to be particularly good at any one role cause that wouldn't be "fair", so consequently every class feels boring as piss now.

Engineer changes are a good step forward, but with the changes made to the flamethrower the other weapon kits are put in an odd position until further changes are made.

As it stands now all of the Engineer's kits(except Tool kit?) are condition focused.

Also gadgets and turrets are untouched as usual. Anet wouldn't want to admit the Engineer is anything other than a condition class.
