Wolf RPG fan translations are on the same level of difficulty as RPG Maker, so I don't see why not as long as there's a volunteer willing to do it for free.
As for the uncensor, partial is already possible by switching to the uncensored assets from the demo; anything more than requires buying the game and leaking it, so it isn't unrealistic either. Just don't expect it to happen anytime soon.

Adding the new events themselves should be easy even with no knowledge of japanese. Problem would be if you want to use any of the systems the game has already such as the pictures and all that, though it might be possible to figure it out from checking other events to see how they work.

I imagine anyone willing to put that much effort on making content would rather make their own original game, but maybe I'm underestimating how much people love VH. Either way, if the devs are fine with it you can certainly go and give it a try.
