I'll assume attacking just means attacking and not just dealing damage

I don't see it being THAT useful, if you run this, your adc will most likely heal 150-300 in a teamfight or so, but that doesn't seem that impactful

just sucks because you can't run it on top laners

Everyone knows the reason URF takes so long to come back is because people play URF instead of ranked.

Trust me when I say Riot WANTS the Esports seen to be as big and alive as possible. Why? Because if ESPORTS are big, that means people will try to improve. They want league to be taken competitively, but be simple enough for your average joe to get into. If people are constantly trying to climb and gain ranks, they have something to play for that ISN'T in the pure interest of having fun. If people are playing for URF and the like, that's just silly wacky fun that people are more likely to stop playing all together for, because there's no big rating attached to it to keep people playing.

URF challenges the ESPORTS and COMPETITIVE aspect of League, and so it must go. A game mode can't just be fun, it HAS to be competitive.
