That doesn't make sense.

Even meeting you halfway, that they were all just concubines save Xander's mom and Arete, means that Camilla would have been born afterwards or he would have married her mom before Arete otherwise. AND Arete brought Azura with her, so Azura was born before she even met Garon.
There's no logical way for Azura to not be older.

As for Camilla calling Azura her little sister? That's just Camilla. She treats everyone, save the crown princes as younger than her. It fits with her doting personality. She wouldn't want to be anyone else's younger sibling.
