When you think about it, Warlords was actually a pretty neat expansion. The raids were top tier, the dungeons were fun, the leveling experience was the best we've had so far in WoW. We didn't have all the rng shitfest we're stuck with now. Challenge modes were superior to mythic+ spam (even more rng to the game).

Sure it lacked in the non-raiding endgame, but that's because Blizzard lost so much developing time with the new character models and people crying about faster expansions.

The argument for legendaries (and AP and Titanforging) is pretty straight forward. The idea is to increase longevity of content, and to ensure that all content retains the ability to reward the player. Further, legendaries offer the ability to implement gear that can allow interesting changes in gameplay. On paper, it's not a terrible design goal.

The problem with legendaries is two fold. Primarily, they suffer from a problem of balance. While all gear by nature will be more or less valuable than other pieces, the limited availability of legendaries increases the impact of that variance in efficacy. Secondly, the nature of legendary drops being completely random from nearly all content means that there can be no focused drive to obtain them. While random loot has always been an integral part of the game, and Titanforging represents a similar problem of unpleasant randomness, there is a marked difference in the player's experience between farming a boss for a piece and the nearly uncontrollable "farming" of legendaries.

To wit, legendaries are a fundamentally good design goal that is made unpleasant by design choices of a slow and unfocused loot system.

Would the system have been better were you to also be able obtain shards/fragments/crystals of some kind which you merge into a legendary after obtaining a certain amount? Effectively giving you the ability to slowly but surely farm up to a legendary as opposed to ONLY praying you get lucky. This. Farming has always existed, and it's painful at times, but you know that a certain boss has a specific loot table (changing at various difficulties) and you're just playing a numbers game. If you farm a boss, at some point the piece you need will drop. I found one of my legendaries in one of the small chests on the map, and had absolutely no say in what it was. That's almost fucking unacceptable: there needs to be some measure of player input or effort in some way.
I read somewhere before Legion went live that Blizzard was planning to have some way for legendaries to be "targeted" by players, either by farming a boss or farming mobs in a specific area. What the fuck happened to that? If you're going with the whole "get legendaries by playing the game" thing, that would have been undoubtedly preferable to what we have now.

That's a difficult question to answer. I can tell you that they don't want this to be how the system works, because one of the core design goals of the Legion loot system is to increase content longevity by making all content capable of dropping highly rewarding items. Anything that can be reliably farmed, then, is in opposition to this goal. A system like what you're describing is either more unpleasant to players (e.g. if tokens don't guarantee specific legos, then farming tokens feels worse than unseen killpoints) or completely disruptive of it.

I think the legendary system needs to go in one of two directions. The first possibility is that legendary effects should be in some way divorced from legendary drops. The legendary drop system is borrowed from games like Diablo where it makes perfect sense to have gear that enables playstyles because there's an abundance of gear. Basically, the more interesting, transformative or powerful an effect is, the less random obtaining it needs to be.

Or, more realistically, the balance needs to be more tightly tuned and there needs to be better bad luck protection. It isn't enough to guarantee me a legendary if I absolutely don't want half of them. Rather, throughput legendaries need to be gauranteed and the variance in efficacy needs to be reigned in. I imagine this is what they intend to do with crafted legendaries in 7.2. It's ok for there to be really good legendaries if the player has guaranteed access to alright ones. It's only problematic when Sephusz is in the same pool as your throughput.

The legendary system was a very good idea, but they dropped the ball in implementation where it mattered: it can and frequently feels awful to participate in. It doesn't need to feel good or put everyone on the same level, but it can't feel awful.

Who better to go out and do recon on where all this powerful shit for your leader could be than your organization of faithful allies and servants. Some WQs could reward info fragments that would eventually disclose the location of some legos you could pursue. Same with raids, dungeons, archeology, looting treasures, things like that. Things with historical importance. You could designate a champion to seek out info for you, giving a slow but reliable source of info fragments. You would know exactly how close you are to finding out who or what has what you want.

There could be more weight placed on class and spec-specific legendaries early on, with "utility" and non class specific legendaries only dropping after your first one. For instance, I picked up aggramar's stride as my first legendary on my death knight. I appreciate the movement speed at times, but I'd prefer something that actually alters the way I play, instead of what is essentially a quality of life bonus for a class severely lacking in mobility.
