The +DEF Niles sounds pretty well rounded thanks to his naturally high RES. He kind of functions as a anti-mage archer so he fills an odd niche. I dont think Felicia does anything notable though aside from warning you when trouble arrives.

With those stats, she might as well be neutral. She's pretty frail, but can deal a lot of damage, so +atk or +spd help her do what she wants to do even better, while +def, +res and +hp don't do enough to save her from being so frail
