Why do people assume a soldier by himself will be able to kill a pocketed pharah from extreme long range with damage fall-off on his gun? Seriously, this is all that would be needed for the three of them to be equally viable and for different ranges. You know you can sit back from the fighting and shoot or need to keep Pharah down? Like you can absolutely slam the shit out of people to the point you obviously don't belong in that range and get like, 15 SR coming off a loss streak. But you can also struggle immensely and barely scrape by and get 55 SR if that's what's happened the past 5 games.
