Yuel is more useful for a wide variety of situations. Utility is highly valued in this game.

Zalha is great but only useful when you're strong enough to brute force things, so she's less valuable to the overall playerbase. And even whales will swap her out for Yuel when they need a heal or clear.

The reason non-dagger classes are non-meta is because of GW dagger's ougi and zenith abilities like choker. With the scythe's ougi any classes can be meta against a single-unit boss. Considering more end-game contents are coming with the 3rd anniv update Sparta/DF/etc. are much better than a selfish attacker that provides nothing and a meme support.
