Forging is based on the highest level mission you have beaten. If you beat a 320 you can potentially forge a level 320 item. The more divine fragments you put in the more likely it is for you to get a higher level.

Question about inherited abilities on items: Sometimes I get a message saying that the ingredients of the items prevent the inherited skill from carrying over. What does that mean? I have max familiarity. And the in-game help is no help. It doesn't seem to matter what rarity or type of items I'm using, either.
