Fighting games are random is a universal axiom. It does not just apply to fighting games. Adding more hand signs to rock paper scissors doesn't make it any less chance based. You can see the mindgames in DotA 2 in the draft stages, the map movement, the smoke movement, the feints, the gold hoarding, etc. You don't see any mindgames in fighting games. The closest thing is "footsies", which is just a reactions game that only exists in a small subset of fighting games.

i figured out why 09ers hate SFV

the hardest part of fighting games is defense. offense is easy to learn, you can unga bunga your way through anything, but correctly defending against the unga and knowing when you have an opportunity to attack is whole different story.

SF4 is loved by casuals because it made defense easy. they gave you a ton of options to safely get away from your opponent, then when they finally make a mistake you get to convert huge damage off any hit. and of course we have the crouch tech OS to make things even easier.

SF5 is an offense based game. your only defensive options are block, throw tech and vreversal. this upsets the 09er because they now have to read their opponent's offense. the jump OS exists, but it's 10000000000x harder to do than the crouch tech OS, and you almost never see it outside of pro play. it also not as effective, because it can be read and punished.

I dont think there are truly bad characters in V.
But some get outclassed by others which makes people ignore them.
Like there was little reason to use Laura in S1 when Mika was around, but Laura wasnt really bad there.

Matchups are a much bigger deal. I think people will start to use many characters that are considered low tier or bad as counterpicks in the future when people are more used to the game.

GG is not a graphically impressive game.
Its just known for adapting its 2D style to 3D really well.
It does a really good job at that, the techniques they developed for that are really impressive.
But its immitating the old GG spritework which was never extremely fluid to begin with because ASW were cheap.
