Kizaru's special shuffles non-matching orbs and increases his captain ability. The first 2 stages do this at 3 and 9 turns.
Now, if you're running Kizaru as a sub of course you're going to be waiting for the full 17 turn charge. But as a captain, you will want to use his special every now and then for the boost in damage. Specially for something like a forest, where you will use it EVERY late-stage. Since he doesn't shuffle matching, this is potentially a full board of matching orbs you can have granted you restart. Kizaru really capitalizes from orbs for forests.
For Raids and Colos, CDR would be better of course, but then there's the fact that Kizaru as a captain can stall for a LOT if you get lucky with meats, since he heals for a damn lot, meaning CDR isn't fully utilized on a unit like him.
Sure, he can give a full board of matching orbs, but if you run him as a captain it'll be hard to go through until the end without using his special several times since fodder and sub-boss stages are only getting harder and harder.

So I can reroll a lot less. Without matching orbs, the chances of getting matching and non-matching are equal, which means that as an average, I'll be getting a matching orb for every non-matching, which means a LOT of rerolls. With matching orbs the chances are 1/4 for matching and 1/8th I think for non-matching, so one or 2 rerolls is enough. It just makes a huge difference, you actually have to do forests to understand how much non-matching, or even neutral orbs hurt you, you simply NEED matching orbs to get you through.
And second, well I already have CDR maxed with my other units so that would be a waste of sockets, plus the whole Kizaru can stall a lot I already talked about.
