Street Sweeper is shit for the same reason 40 damage ARs are shit in that you can't kill cops quickly enough above OVK difficulty because there are too many and shit like Medics exist.

That's why the current meta is shotguns, m308s, nades, and crossbows. Because the only thing that matters is blowing up the cops ASAP quickly and/or in massive quantity. A low damage but high RoF gun is only going to help so much when one grunt is going to down your ICTV faster than you can headshot one to death.

It doesn't rely on max armor, but your armor gate.

Suit anarchist auto-regenerates 10 armor every 2 seconds.
If that's on cooldown, you can regen 10 armor by damaging an enemy, every 1.5 seconds.
If THAT'S on cooldown, you take bullseye to regenerate 5 armor by getting a headshot, also every 2 seconds.
Also every 15s, you get 2s of invulnerability when your armor breaks.

It works pretty well on DW and especially 1D, where having a ton of armor doesn't mean shit when enemies deal 200+ dmg.

guards always have 40hp regardless of difficulty unless we're talking about murkies, and besides cams, the difference is in the amount of guards that spawn + how fast their suspicion bar fills, so yes OVK is easier than OD.

Up to overkill you can use pretty much anything as long as you spend your skill points and can aim.
Up to death wish, you can use anything as long as you make a build for it that compliments it and works with it.
One down is the ONLY difficulty where certain weapons don't work.

Just get good at hipfire and get the skill that gives you 12(16?) extra accuracy while shooting from the hip and all those rifles have 90+ accuracy. They're actually ridiculous if you can hit the head.
