Like it says, it's not taking attack into account because that's way more complicated and hasn't been figured out how those curves look. Nobody spends point for attack rating anyway because weapon stats and special abilities are more important in the long run.

Updated list of what each guardian talisman does.

Kato: Medium range projectile. Low damage.
Isonade: Shark flies out and hits enemies close by multiple times. Ok damage and chance to inflict status effect.
Daiba-washi: Creates a whirlwind around you. Low damage and ok chance to inflict status effect.
Fuse-Ushi: Long range projectile. Lowish damage.
Mizuchi: Dragon flies out in a randomish pattern hitting enemies lots of times. Has very short range and hits enemies more the closer they are. High damage and knocks enemies down often.
Raiken: Dog jumps forwards, if it hits something it follows up with lots more hits. Low damage but good chance to inflict status effect. Paired Raiken does the same but with two dogs, so the damage is decent.
Hi-Nezumi: Rat jumps around and places 3 bombs on the ground. Explode if enemies walk on them or after a set period of time. Damage is decent.
Aya-Komori: Long range projectile. Low damage and status effect chance, but high chance to knock enemies down.
Itokuri: Spider jumps randomly infront of you, damages enemies a bit it hits and leaves a patch on the ground that inflicts status effect if enemies stand in it.
Enko: Tiger jumps forwards a short distance then unleashes 3 explosions in a triangle shape. Very high damage if all 3 hit (good for large bosses).
Usura-Hicho: Leaves a swarm of butterflies infront of you. I enemies walk in it they take minor damage and high status effect chance.
Gyokuto: Rabbit jumps around in a circle leaving balls of lightning that persist for around 10 seconds. Enemies who walk in them take constant low damage and high chance of status effect.

Will update as I get more.

At the moment I'd say only Kato is really bad. It's range is tiny and it does nothing else.
Mizuchi is god like, second best damage and almost always knocks down (like reducing ki to 0 but doesn't effect ki). Paired Raiken is also really good.
The rest have situational use but these two are so far just really stupidly good.

Dissasemble everything until you get to post game, soul matching isn't actually used to raise item levels until you get to post game, reforging you can do whenever until you get something you like; you'll be drowning in materials for it. Forge every few levels because again, you'll be swimming in materials and its fucking cheap to just get a new on-level weapon with damage better than the stuff you have.

Should I be offering to the shrine or selling items? I don't necessarily want to rush my leveling and make myself overpowered or something, that's a concern.

As far as I've played (just after the stage that was in the last chance demo) they treat Nobunaga as more of a morally grey figure in this game than in other Sengoku-period games. Characters talk about some of his more famous atrocities but others like Nohime remember him pretty fondly. Hideyoshi Toyotomi totally gets the shaft though, he raped Ginchiyo in the game's backstory.
