It's free so if you have some time and disk space/no data cap, why not? There's nothing super pay to win though there's some dragon mounts that give a nice buff for min max nerding which is dumb.
TERA's biggest problem is content. You can chew through the endgame content in a week or less and get geared enough to do everything (though skilled enough is still an issue). TERA also lacks lots of fluff content so once your geared there's little to the game beyond the combat, great as it may be. Most of your time at endgame will be spent in one of the cities looking at LFG or IMSing for dungeons or doing ERP if that's your thing.

If your only interested in level grind you'll be very disappointed by the quests. Infact, the most popular way to level is just dungeon spam cause its so much more efficient than quest. Otherwise every quest is either a bread crumb go here and talk to this person or kill X or gather Y thing. Or the most exciting, kill X to gather Y. Despite how dead this general can be most of the time, yes, this MMO is comparatively a decent MMO. The combat is stellar, the dungeons can be quite fun, the graphics and characters are fairly nice, and the cash shop is pretty decent at least in NA.
There are some obvious downsides, like the game mostly focusing on repeatedly running a wide variety of 2-4 dungeons for months on end coupled with a developer that hates leaving old dungeons untouched (and removes them instead), plus some class balance issues.
That said the game is free with very few downsides to not paying so there's no reason not to try it if you're interested and you're very likely to have a decent amount of fun and maybe discover new fetishes you didn't know you had when the game and this thread inevitably take control of your life. j-just kidding haha
