honestly it sucks how the money could literally be used to run the tournaments but saying its for charity makes people bite their tongues

People now are blaming Capcom for S2 changes, but I wouldn't be surprised if said people were the same ones to convince Capcom that the game was unbalanced with their constant unneeded crying on the internet.

Not sure about you but, aside from arguably Chun-Li or specific moves like Ryu's j.lk, I never felt like S1 needed such drastic changes in terms of tier shifting, because the top tiers weren't that strong to begin with.

Even characters who were generally considered very annoying like R. Mika were always placed mid-high tier. People who complained about Nash in the early 5 months of the game later on started noticing he has actual flaws and that his strengths were simply amplified by the major input lag (8f at the time).

This leads me to think that the general crying of people on the internet directed Capcom towards this kind of balancing. And, as we know, balancing ain't that simple.

What I can still blame Capcom for, however, is their decision of nerfing characters who were already considered weak (FANG and Alex). While I can see the (wrong) reasoning that lead them to balance in a way the rest of the cast, these two characters were never considered particularly annoying, nor they won any events.

I dont think that all S2 changes were good, but I think that most were, and that S2 is overall better than S1.

As a company of gaming products, you have the duty to make sure your game will please the needs of all (if not, most) of the relative playerbase, be it big or small.

In order to do that, you have to take feedback on the internet, since your game is mostly based on online experience and competitivity. Also Web 2.0 being useful in this regard and all that unrelated talk.

We both know that the internet has been overly negative about SFV (be it for good or bad reasons) and that they've shared this impression for quite a long while, for the most part even from the day the game was announced and the first gameplay demo shown.

It's not as easy as you make it out to be. It's not a question of devs having thick skin or not, but rather a question of how to take feedback on the internet.

As you say, people's opinions aren't always true. One could argue that most of the time they're rather generic and unbased, but all these people are the ones who still play the game.

Now, imagine to have this giant bowl filled with impressions and opinions (mostly negative, in SFV's case), and try to modify your game around a mixture of said impressions. It's not simple because you need feedback but, if you don't know how to select feedback properly, you can harm your product that way.

Especially with how the internet can be so emotionally reactionary nowadays, it can be a double-edged sword.
