You're never going to be totally safe from 16" guns but angling is the best bet, you can't bow-on because they overmatch your bow, so you have to try to maximize the armor you have. If possible, try baiting them into shooting your sides while you're angled, and quickly straightening out slightly so that your sides become more angled (getting as close as possible to the autobounce angle) for when the shells hit, I find that can sometimes help.

If you're taking the time in a knife fight to launch torps, you're USN gunboting wrong. Use torpedoes from stealth and pound any DD that comes close enough to spot you. Mahan has poor relatively poor concealment but it's still your first chance at long range torpedoes. At the very least you can fall back on them when you have low health.
