No. That is exactly something that requires a specific patch.

If a game has frame rate fluctuations on the standard PS4 up to a cap, it will most likely improve on the fluctation areas. So for games capped at 30fps or 60fps but that drop below them sometimes, it will drop below them less. Though as with any game on any system, that doesn't mean drops won't ever happen.
