Okay, for a more informative answer, it's because they don't know that armor only affects your chance to be hit, or rather your chance to block, rather than the total damage taken.

At higher levels, enemies have such high accuracy that increased armor rating does almost nothing in mitigating damage, so you're best bet is to increase your damage so you can kill them before they kill you.

You might want to consider doing The Brink of Extinction for fight cauldron and crafting a set of obsidian armor, which reduces damage tzhaar do by 45% with a full set.
