You're doing something wrong, hecarim is better skarner actually. Mobility out the ass, CC out the ass, decent damage on top of that. He's all about positioning though, you need to know when to charge in, from where to charge in and how to charge in to make an impact, and positioning is something most meleebabs lack. Good hecarim is terrifying on all stages of the game, skarner is much easier to shut down.

You build flat pen when enemy DOESN'T have resistance items, you build percentile pen when enemy DOES have resistance items, it's that easy. Flat pen starts to rapidly fall off after just one resistance item on your target, and it's basically stops existing after 2nd. But the thing is magic pen items are rare and scarce and so-so either way, you build boots on most mages no matter what enemy is building, you build liandries on it's users and pen there is just a nice bonus to the passive, you build wit ends on like, WW sometimes? That's all there is to magic pen iirc.
And you take runes almost every time on any magic damage dealer except niche cases like azir who can take attack speed and some others.

Vi is good, lots of cc, you can't do shit about her ult, and she still does enough damage to kill a caught squishie while building full tank after 1-2 damage items. Can't say anything about the others, except that evelynn looks like feast-or-famine carry-ish champ and I'm not a fan of those and there's better picks for trying to "le solocarry report my team" game out of jungle. You can carry on vi too, but you can still make an impact when you're behind too, that's what I like about her.

You don't generally build flat mag pen items because of mag pen, you build them because they fit your champ. Some ad champs can afford to build lethality because itemization is different, ap champs just aren't the same. Just don't think about mag pen really, check popular runepages for your champ, chances are it's mag pen runes, if so take those, that's all you have to do about this stat in this game.

And for Sion they're really bad matchups because he'll never hit his abilities, and they have enough mobility to catch him if he tries to double ring + e max.

Other guy listed them already. Sion, poppy and malph are dirt cheap so try them all and see whichever you like more. I'm usually really good at sion but for the life of me can't play poppy for shit, dunno why. Maokai usually works well too, he's also very, very easy to play, you just walk in range of your point-and-click dash-root and start to chain-cc people for days while absorbing damage and healing. I'd call poppy the hardest one actually, all her skills require planning and predicting besides the very obvious to use q.

Well it's a difficult question, as far as pro play goes I don't think I've seen any jg tanks except zac for a while. Amumu jg is his main role. Maokai jg was meta like a season or two back and he still jungles decently honestly, I sometimes pick him and it's ok. Some people do sion jg but I never tried it. Also rammus but he's really ancient and hardly fits current league. I think it's all for full tanks, the rest is bruisers with varying place on a defence-offense scale, like reksai, volibear, vi, hecarim, etc etc.
If you're low elo you can try almost anything you want in jg and there's a good chance you'll succeed as long as you play decently. I've seen poppys, nauts, anyone really go into jg and win.

Kled starts becoming less relevant when the game drags on because he lacks a lot of shit that other popular champs have. His passive makes him meaty, but he's not innately tanky like maokai/nautilus/poppy are. he can catch people and possibly zone squishy adcs out of the fight, but all the other popular champs in top can do that too. At best in a 40+ minute game you can 4x violent tendancies someone and shred them with a cleaver and pray your team can finish the job. youre not likely to make it out of fights unless they disrespect your passive. if you CAN get it up you can go back for round two, but most teammates will just immediately burst/dismount you and ignore while they mop up the rest of your team, coming back to kill you later.

Always keep one up at one of the river bushes or at the tribush. It's the most foolproof way. You can stick them in the mid river bush (near the epic pits) if you're feeling confident. It grants you vision while detecting and disabling enemy wards, so I think you'll understand when you start to use them. You can do things like clear a pit of enemy wards if you happen to have one lying in your pocket, but the most basic and important thing is to control chokepoints on the map because you can't always have your trinket up. And as a laner for the entire early game you want to make sure you won't get ganked so place them in those bushes.

You can. You just need to be either present in fights, initiate, peel and all that, or at least autistically push your lane right to their inhib. Most tanks I've seen haven't succeed in either. I can carry as sion or zac easily, every shitter nowadays knows what is a teamfight, participates in them and tries to not get caught out midgame or lategame. So just be there and be a tank.
If you're tanking not from top but from jg then you really have no right to complain, jg provides all opportunities to carry, whatever fucking kit or items you have.
