It does slightly more damage than Shadowburn if you have equal amount of Shadow/Fire bonus damage.
It's not comparable to Shadowbolt as that is a long casted spell with a higher coefficient on spelldamage.

Feral may be better for leveling but I fucking hate it in vanilla. Oomkin is fine for leveling, most of the people ITT will never reach 60 and you should take their advice with a grain of salt. It's your experience, not theirs. Stop worrying about what is the best and just play the game, you'll have plenty of time to worry about BiS and cookie cutter builds when you reach 60.

Largely dependent on your pulling style. Resto actually has less downtime if you primarily pull large groups and bear them down. Feral's benefits are marginal at best early, since you don't get ravage or feroicious bite until 32.

Druids, like Paladins largely level at the same speed regardless of what your talents are (and I'm pretty sure you could never spend a point as a paladin and not notice a single fucking difference).

As others have said Nature's swiftness is a godsend esp on a pvp realm, and you need it because your only rez option is shit. Furor gives a nice boost to your bear and cat forms and lets you take advantage of shifting mid fight. Imp mark of the wild is nice early on as most of your gear sucks and MOTD gives you everything you need in one buff.

On the other hand levelling as Feral will give you a 30% move speed buff when outdoors at level 21. Only hunters and Shaman get to enjoy such speed early on. If you go this route take feral charge soon after as it is very useful on pvp realms as well.

As others have said balance is shit, but put points in it once you've gotten everything you want from your main tree because omen of clarity is baller.
