You swing your butt or you position yourself in places where you can't get focused.

There's more than just broadside and bow-on in the game. Always be angled and use as much of your gun arcs as possible, and in between salvos turn so that you only show your bow/stern, give them the lowest profile to shoot at. Keep changing speed and heading, make yourself harder to hit. Use your concealment and pick your fights when they're best for you. Use cover where possible, and that does't just mean sit behind a rock, use it to block sightlines so that you can fire while remaining unspotted, use it so that you can fire and duck behind cover, protect yourself from the deadliest targets while being able to shoot at what you want. Sometimes you do just get stuck bow on firing 2 turrets, but that's better than being dead and firing no turrets.

Without fail the players I see complaining about cruisers being deleted and useless are morons that start blazing away at the first target they see and keep themselves lit up while the sail in a straight line broadside on at a constant speed across open water.

Cruisers are very durable if not broadsided. A rule of thumb that I use is, if you can fire all your guns, you are too exposed. Angle your ship. Usually works. Then, I die. But not of cits, but because HE Spam at the bow and stealth torps. Gotta say, I'm just an under—average player with cruisers. I like them, but I have s lot of things to learn.

Akizuki can only pen 17mm of armor naturally, and you'll constantly see DDs with 19mm. So it can be an awkward ship that relies heavily on AP to damage other DDs. You will fuck them up like that, but not if they angle. And most only have to angle slightly so they can still keep their guns on you while taking little back. You go up to 22mm with IFHE, which means effectively trading fires for the ability to annihilate any DD that comes near. Though you can swap superintendent for demolition expert to mitigate the loss; an ideal build being something like http://shipcomrade.com/captcalc/0100000000000001000000100010100119. I find I don't use consumables that much on Akizuki anyway. Akizuki's a really fun ship that plays nothing like the rest of the line, so hang in there.

the bow and prow have lower armor thiqqness so if you aim from a flat 45 degree angle off the ship, towards the foot of the turret's front citadel plate, you should bypass the turtleback armor (or any armor on its broadside) and be able to either citpen it or hit the magazine of the turret

T8 -- NO 58 @ 4.2km , 95 @ 3.5km, 136 @ 2.0km.
Chapaev 78 @ 5km, 129 @ 3.5km so once again Chapaen has longer cover, plus DF doesn't affect <25mm guns. Of course than there is Kutuzov.
T9 -- Donskoy is better. I am serious.
