Chara is the first child that fell underground and was taken in by the Dreemurrs. So called by the fandom because the game calls "Chara" the true name if you enter it in the beginning where you're naming the first child instead of yourself. Frisk is just Frisk as he states at the end of the game.

He freed everyone from captivity, prevented the unnecessary bloodshed to accomplish that and then proceeded to both punish himself and save his family the grief, by wanting to stay Underground, despite wanting to reunite with his loved ones.

I dunno anon, it seemed pretty clear to me, I just think there's nothing outright preventing Frisk or Papyrus from visiting him and insisting he join them. Or just eventually leave the Underground on his own, to see the surface for himself. If you idea ending for a character is dying alone in a damp cave over the corpse of his sibling who arguably caused all this to begin with, that's entirely your choice.

Remember those two rabbit kids at the inn in snowdin? He didn't just kill them once or twice. He tortured them. He mutilated them over and over in horrible ways to see how they would react. On some runs he drove them insane. On other runs he drove them to suicide, on some he tore out their eyes and forced the other to kill their sibling.
