Depending on what ship you're on, the cost will vary a bit. If you're willing to risk 2x88, you can go with the following:
beary/power3/flict/x
doom break/x/x/x x3
soul receptor/stamina 3/org soul/x
ext receptor stamina 3/org soul/x

That puts power3 and doom break at 88% with a 40% booster. Should cost about... 6 million per try, if I'm guesstimating correctly based on ship 2 prices.

Elder arm > Luther arm > Double arm > Apprentice arm
Personal opinion of what I hate the most:
Luther arm > Elder arm > Double arm > Apprentice arm

Luther arm always wastes time by going out of attack range, Elder arm stabs at you from the other side of the field (and throws that annoying orb in later phases that stuns you when you're on the ground), Double arm only gates if certain other arms are present and otherwise does nothing but taunt (maybe spawns cars?), and Apprentice arm spews poison bugs that are nice for super treatment/crazy beat/heart.
